PNGO and the Coordination Council of the Private Sector express their firm and unequivocal rejection of the mechanism approved by the Israeli occupation for the distribution of humanitarian aid in the Gaza Strip

The Palestinian NGOs Network (PNGO) and the Coordination Council of the Private Sector in the southern governorates express their firm and unequivocal rejection of the mechanism approved by the Israeli occupation for the distribution of humanitarian aid in the Gaza Strip. This mechanism militarizes aid distribution, bypasses United Nations agencies and both Palestinian and international humanitarian and relief institutions, including the private sector, effectively stripping these entities of their legal, professional, and ethical mandates.

Both the PNGO and the Coordination Council stress that the continued marginalization of humanitarian institutions constitutes a direct violation of the internationally recognized humanitarian system and contravenes the core principles of humanitarian action—particularly the principles of partnership, non-discrimination, and mutual respect.

 

They warn against the dangers of engaging with this imposed mechanism by any party - be it private sector entities, civil society organizations, international agencies, companies, or individuals. Doing so poses a serious threat to the integrity of humanitarian operations, encourages the militarization and politicization of aid, undermines its neutrality, and erodes public trust in international institutions.

 

The statement calls on the international community to shoulder its legal and moral responsibilities by exerting real pressure to immediately end the war, halt the ongoing aggression against the residents of the Gaza Strip, ensure civilian protection, and uphold their right to a dignified life.

 

It further urges the United Nations and all international organizations to reaffirm their rejection of the proposed aid distribution mechanism, and to resume work through recognized national and international humanitarian and relief institutions in a manner that ensures transparency and fairness in distribution.

 

The donor countries are also called upon to refrain from cooperating with this Israeli-imposed mechanism, which seeks to militarize humanitarian assistance, deprive large segments of the Palestinian population of their rightful aid, and pressure civilians into forced displacement from Gaza and the northern areas as part of a broader plan to establish so-called “humanitarian bubbles.”

 

The Coordination Council of the Private Sector and PNGO emphasize that the private sector and civil society in Gaza are integral to the national and humanitarian fabric, and cannot be excluded from performing their vital roles. Any attempt to marginalize or bypass them will only exacerbate instability and lead to further social collapse and chaos.

 

Finally, both entities welcome the positions of the United Nations Secretary-General, his Deputy for Humanitarian Affairs, UN agencies, and international organizations that have rejected this mechanism. They commend their continued adherence to humanitarian principles and their calls for an end to the aggression, the lifting of the blockade, and the unimpeded entry of humanitarian aid into the Gaza Strip.
