The Independent Commission for Human Rights (ICHR) expresses its deep concern over the extrajudicial executions that took place in the Gaza Strip on Monday, October 13, 2025. These incidents were preceded by other killings of civilians, including the killing of journalist Saleh Al-Ja’frawi in the Al-Sabra neighborhood of Gaza City by armed groups operating outside the law.
The wave of summary executions without trial, and incidents of shooting people in the legs that have occurred after the ceasefire in the Gaza Strip, cannot be justified under any circumstances. Such acts constitute grave legal and moral crimes that require urgent condemnation and accountability. All those found to have issued orders or participated in these crimes must be held responsible, to ensure that no one escapes punishment and to uphold the principles of justice and humanity upon which Palestinian society is founded.
The ICHR affirms that these acts represent a serious violation of the right to life, physical integrity, and the right to a fair trial, and are a dangerous manifestation of the chaos and collapse of the rule of law, conditions that the Israeli occupation has deliberately engineered and nurtured as part of its ongoing genocidal campaign against the Palestinian people for more than two years.
These violations also reflect the deep collapse of public order and the disintegration of law enforcement institutions. They are a direct and devastating consequence of the Israeli aggression and its policies, which have targeted Palestinian institutional structures and created a dangerous legal and humanitarian vacuum that threatens the foundations of justice and community security.
In light of the prevailing social and security tensions, the ICHR warns of escalating violations, particularly arbitrary arrests, injuries, and assaults on the rights to life, liberty, and personal safety. The ICHR emphasizes that the protection of the right to life extends not only during wartime but also encompasses safeguarding citizens from internal assaults or retaliatory actions carried out outside the judicial framework.
The continuation of revenge acts, lawlessness, and vigilante justice poses a grave threat to social security and undermines prospects for recovery. The ICHR emphasizes that restoring the rule of law and public order must be an urgent national priority, through a rapid national consensus to empower law enforcement agencies to carry out their duties in accordance with legal standards, and to ensure fair investigation and accountability for all those involved in crimes or violations, free from any factional or retaliatory motives.
The ICHR calls on all Palestinian authorities in the Gaza Strip, especially Hamas, to shoulder their national and legal responsibilities in protecting public rights and freedoms, ensuring the right to life and the rule of law, and preventing any abuses or assaults against citizens or property.
