In continuation of the crime of genocide, Israeli occupation forces persist in violating the ceasefire agreement by committing a new crime that resulted in the killing of 32 Palestinians. This constitutes a grave breach of the obligations imposed on the occupying power and clearly demonstrates how ceasefire and de-escalation agreements are rendered meaningless in the absence of genuine accountability mechanisms and amid the ongoing policy of impunity enjoyed by the Israeli occupation.
According to field documentation conducted by Al-Dameer, during the early morning hours of Saturday, 31 January 2026, Israeli occupation forces carried out several direct and deliberate attacks against civilians and civilian objects, as follows:
- At approximately 5:10 a.m., Israeli forces targeted a residential apartment in Gaza City near Al-Abbas Intersection. The attack resulted in the killing of three children and two women: Islam Mohammed Al-Atbash, Alfat Ahmed Al-Atbash, and the children Zeina Mahmoud Al-Atbash, Menatullah Mahmoud Al-Atbash, and Mariam Mohammed Al-Atbash.
- At around 6:30 a.m., Israeli forces bombed a tent belonging to citizen Rabhi Hamad Mohammed Abu Hudaid in the Al-Mawasi area of Khan Younis. The attack led to the killing of seven members of the family, including three children and one woman: Rabhi Hamad Mohammed Hudaid, Mohammed Rabhi Hamad Abu Hudaid, Hazem Rabhi Hamad Abu Hudaid, and Hajar Rabhi Hamad Abu Hudaid. The children killed were Lia Mohammed Rabhi Abu Hudaid, Sham Hazem Rabhi Abu Hudaid, and Jibril Hazem Rabhi Abu Hudaid.
- At approximately 11:15 a.m., Israeli forces targeted the Sheikh Radwan Police Station in Gaza City. The attack resulted in the killing of 15 individuals, including nine personnel working at the station, among them four female police officers: Rami Riyad Al-Mubayyed, Mohammed Mustafa Kloub, Osama Shreim, Riyad Mohammed Al-Dalu, Mahmoud Mohammed Shannar. The female victims were Najoud Youssef Al-Madhoun, Nafisa Mohammed Al-Arabid, Sara Al-Khatib, and Sundus Al-Qouqa. Civilian victims included Mohammed Fawzi Abu Ghleion, Khalil Farid Anseyo, Ismail Salah Farroukh, and Mohammed Raed Tammous.
- At approximately 12:30 p.m., Israeli forces targeted a house belonging to the Rizq family in the Al-Nasr neighborhood near Al-Swidi Clinic, resulting in the killing of a woman and a child: Nabila Mohammed Rizq Abu Qaoud and the child Mohammed Ahmed Rizq.
- Additionally, the child Kamal Mohammed Ahmed Khader was killed by live ammunition on Old Gaza Street north of Gaza City, while Anwar Farid Al-Sattari was killed in the northern part of Rafah Governorate.
In the same context, Al-Dameer notes that 141 Palestinians have been killed since the beginning of 2026, amid a dangerous and ongoing escalation in the targeting of civilians. Accordingly, the total number of those killed and injured since the ceasefire agreement came into effect has risen to 523 martyrs and 1,405 wounded.
Al-Dameer emphasizes that the targeting of civilians—whether through aerial bombardment or live fire—constitutes a war crime under international humanitarian law, particularly the Geneva Conventions. These crimes place the international community before its legal and moral responsibilities to halt such violations and refrain from limiting its response to expressions of concern or formal condemnations.
Al-Dameer therefore calls on the international community, the High Contracting Parties to the Fourth Geneva Convention, and the guarantors of the ceasefire agreement to take immediate action to end these violations, ensure the protection of civilians, and hold perpetrators accountable before international justice mechanisms.
