Financial Officer
Bayader for Environment & Development (Bayader) is a leading Palestinian non-governmental organization established in 2007. Guided by human dignity and resilience, Bayader is dedicated to driving sustainable development and providing rapid humanitarian response across the Gaza Strip. Our core programmatic pillars include Food Security & Livelihoods (FSL), Protection, Community Development (e.g., Wash, Shelter ...etc.), Economic Empowerment, WASH services, and Emergency & Early Recovery.
In response to the ongoing humanitarian context, and in partnership with various International Non-Governmental Organizations (INGOs) and donors, Bayader is launching a suite of multi-sectoral emergency projects. These interventions are designed to restore basic services, rebuild livelihoods, and support conflict-affected populations.
To maintain the highest standards of financial integrity, fiscal accountability, and donor compliance, Bayader is seeking highly qualified, rigorous, and analytical professionals to fill the following position:

- Contract Duration: Temporary (with possibility of extension based on performance and fund availability)
Job Purpose
The Financial Officer (FIO) is a core position within the management team, responsible for the comprehensive execution of financial accounting, budgetary control, reporting, and internal compliance frameworks for assigned projects. Operating within a high-pressure humanitarian crisis environment, the FO ensures the secure management of project funds, leads cash flow monitoring, mitigates financial risks, and guarantees that all financial expenditures are transparent, fully justified, and strictly aligned with institutional and donor requirements.
Key Responsibilities & Accountabilities
- Financial Ledger Management & Accounting Systems
- Transaction Recording: Systematically record all financial transactions, multi-currency entries, allocations, and journal vouchers in the institutional ERP/accounting system in an accurate and timely manner.
- Reconciliations: Perform strict daily and monthly bank reconciliations, cash count verifications, and advance tracking, resolving any accounting discrepancies immediately.
- Archiving Excellence: Establish and maintain an airtight physical and digital financial archiving system, ensuring that all vouchers, receipts, and allocations are instantly verifiable.
- Disbursement Processing & Cash Flow Control
- Payment Verification: Review and process claims, invoices, payrolls, and utility bills, ensuring that all disbursements are executed only after verifying complete and compliant supporting documents.
- Petty Cash Management: Enforce rigorous controls over petty cash floats, ensuring safe custodianship, accurate tracking, and strict adherence to organizational thresholds.
- Liquidity Forecasting: Monitor continuous cash flows and prepare realistic fund requests to ensure uninterrupted financing for critical field operations.
- Budgeting, Allocation & Variance Analysis
- Budget Development: Provide technical accounting data and cost projections to assist project coordinators and program teams in drafting annual and donor-specific budgets.
- Expenditure Tracking: Track burn rates, verify line-item availabilities, and map ongoing expenditures against approved budget flexible boundaries.
- Variance Reporting: Generate and analyze monthly budget variance reports (BVA), identifying potential over-expenditures or funding gaps, and presenting mitigation strategies to management.
- Comprehensive Financial Reporting & Donors Statements
- Financial Statements: Prepare and generate comprehensive monthly, quarterly, and close-out financial sheets, including income-expenditure statements and balance sheets.
- Donor Compliance Reporting: Compile structured donor-specific financial reports in exact accordance with localized reporting frequencies, formats, and currency specifications.
- Compliance, Internal Control & Risk Mitigation
- Policy Enforcement: Guarantee that all financial operations conform to local tax codes, international accounting standards (IFRS), Bayader’s internal policies, and specific donor regulations.
- Risk Auditing: Constantly analyze processes to strengthen internal controls, prevent double-funding of lines, and report any systemic vulnerabilities or operational irregularities immediately.
- Audit Management & Verification Protocols
- Audit Readiness: Act as the primary technical focal point during internal and external project audit reviews, preparing all required schedules and asset registries.
- Query Resolution: Formulate clear, evidence-backed clarifications for audit queries and spearhead the implementation of recommended post-audit corrective frameworks.
- Cross-Departmental Verification & Capacity Building
- Procurement Review: Review procurement files, contract variations, and technical biddings from a strict financial perspective, validating budget availability before commitment.
- Technical Mentorship: Provide ongoing financial guidance, threshold orientations, and compliance briefings to non-finance project staff to foster organizational alignment.
- Asset Tracking: Track capital expenditures and equipment assets from a financial perspective, maintaining exact capitalization, valuation, and depreciation ledgers.
Candidate Profile (Qualifications & Competencies)
Education & Professional Experience
- Academic Degree: A university degree (ranging from Bachelor’s to Master’s Degree) with a minimum graduation grade of "Good" from an accredited university in Accounting, Finance, or a closely related financial discipline.
- NGO Experience: A minimum of one (1) year of proven experience working directly within the finance department of a non-governmental organization (NGO/INGO).
- Technical Experience: At least three (3) years of progressive, directly related experience in financial management, corporate accounting, or donor-funded project tracking. Experience navigating international donor compliance regulations in emergency or complex humanitarian contexts is highly desirable.
Technical & Core Competencies
- Technical Accounting: Exceptional grasp of fund accounting, internal tracking systems, double-entry bookkeeping, and localized financial control structures.
- Software Competency: Highly proficient in localized accounting systems (e.g., Aseel or similar software) and advanced command of Microsoft Excel for complex financial modeling and analytics.
- Soft Skills: Sharp analytical capability, high precision, outstanding time-management skills, and meticulous attention to detail.
- Resilience: Proven ability to manage massive work streams, meet tight donor reporting deadlines, and solve problems under intense field pressure.
- Contextual Knowledge: Deep understanding of the socio-economic, banking, and financial contextual dynamics across the Gaza Strip.
Geographic & Legal Requirements
- Residency: Must be a legal and current resident of the Rafah, Khan Younis, or Deir al-Balah Governorates.
