Administration and Financial Assistant
Bayader for Environment & Development (Bayader) is a leading Palestinian non-governmental organization established in 2007. Guided by human dignity and resilience, Bayader is dedicated to driving sustainable development and providing rapid humanitarian response across the Gaza Strip. Our core programmatic pillars include Food Security & Livelihoods (FSL), Protection, Community Development (e.g., Wash, Shelter ...etc.), Economic Empowerment, WASH services, and Emergency & Early Recovery.
In response to the ongoing humanitarian context, and in partnership with various International Non-Governmental Organizations (INGOs) and donors, Bayader is launching a suite of multi-sectoral emergency projects. These interventions are designed to restore basic services, rebuild livelihoods, and support conflict-affected populations.
To support the seamless execution of these critical programs, Bayader is seeking a highly competent, detail-oriented, and proactive professional to fill the following position:

- Reports To: Project Coordinator (PC) / Project Officer (PO)
- Contract Duration: Temporary (with possibility of extension based on performance and fund availability)
Job Purpose
The Administration and Financial Assistant (AFA) will play a pivotal role in ensuring operational excellence by bridging the financial, logistical, and administrative functions of the project. Working closely with the program team, the AFA will safeguard compliance with donor regulations and internal policies, manage daily financial processing, maintain rigorous documentation, and streamline office operations under high-pressure humanitarian conditions.
Key Responsibilities & Accountabilities
- Financial Management & Compliance Support
- Transaction Processing: Review, verify, and process financial claims, supplier invoices, staff advances, and petty cash reimbursements, ensuring complete and accurate supporting documentation.
- Voucher Preparation: Prepare comprehensive payment, receipt, and journal vouchers in strict compliance with Bayader’s financial guidelines and specific donor requirements.
- Reconciliations: Support the finance team in executing monthly bank and cash reconciliations, ensuring any discrepancies are flagged and resolved promptly.
- Budget Monitoring: Assist the Project Coordinator in tracking expenditures against project budget lines, flagging potential variances, over-expenditures, or under-utilization.
- Audit Readiness: Maintain a flawless, audit-ready physical and digital filing system for all financial records, assisting internal and external auditors during project reviews.
- Administrative Excellence & Office Operations
- Information Management: Establish and manage secure, structured archiving systems for all project correspondence, official memos, contracts, and legal documents.
- Office Coordination: Manage daily office logistics, monitor inventory levels of office utilities and stationery, and oversee the maintenance of office assets.
- Meeting & Event Logistics: Provide comprehensive administrative backing for project meetings, stakeholder workshops, and community training sessions (including scheduling, catering, and preparing attendance sheets).
- HR Support: Assist in maintaining project staff attendance records, leaves tracker, and timesheets, ensuring timely submission to the HR department.
- Procurement, Logistics & Supply Chain Support
- Vendor Coordination: Facilitate the procurement process by collecting competitive quotations, liaising with vendors, and preparing comparative quotation summaries.
- Asset Tracking: Register and track project-specific assets and distributed goods, ensuring proper tagging and compliance with donor asset-management regulations.
- Delivery Verification: Follow up with suppliers on delivery schedules, inspect delivered goods against purchase orders, and secure signed delivery notes and receiving reports.
- Reporting, Learning & Knowledge Management
- Narrative & Data Support: Assist the program team in compiling data for monthly, quarterly, and final narrative project reports.
- Impact Documentation: Actively capture, format, and document project success stories, best practices, and lessons learned from the field to enhance institutional knowledge.
Candidate Profile (Qualifications & Competencies)
Education & Professional Experience
- Academic Degree: A university degree (Diploma or Bachelor’s) with a minimum graduation grade of "Good" from an accredited university in Accounting, Finance, Business Administration, Management, or a closely related field.
- NGO Experience: A minimum of one (1) year of proven experience working within the non-governmental organization (NGO/INGO) sector.
- Technical Experience: At least two (2) years of directly relevant experience in finance and administration. Experience navigating emergency response operations or humanitarian assistance frameworks is highly desirable.
Technical & Core Competencies
- Financial Literacy: Strong grasp of basic accounting principles, multi-currency transactions, and internal financial control mechanisms. Familiarity with specialized accounting software is a distinct advantage.
- Software Proficiency: Advanced command of Microsoft Office tools, with an emphasis on advanced data manipulation in Excel and reporting in Word.
- Soft Skills: Exceptional organizational and multitasking capabilities; high precision and extreme attention to detail under tight deadlines.
- Adaptability: Demonstrated capability to work effectively under pressure within a rapidly changing humanitarian environment.
- Contextual Knowledge: Deep understanding of the socio-economic, cultural, and logistical dynamics of the Gaza Strip.
Geographic & Legal Requirements
- Residency: Must be a legal and current resident of the Rafah, Khan Younis, or Deir al-Balah Governorates.
