MA’AN is an independent Palestinian development and training institution, established in January 1989 and registered by law as a non-profit organization. The main office is located in Ramallah and the other branch offices are located in Gaza, and Jenin. MA’AN's work is informed by the necessity of creating independent, self-reliant initiatives that lead to the development of human resources for sustainable development, which incorporate values of self-sufficiency and self-empowerment.


MA'AN is currently seeking a competent and qualified an Economic Development Specialist for the Humanitarian Program, funded by DANIDA and implemented in partnership with ActionAid Palestine, which takes place between 1 April 2018 and 31 December 2018.  The program aims to strengthen the resilience and protection of women and young people affected by the protracted crisis and disasters in the Gaza Strip in line with IHRL and IHL. As part of this program, MA'AN will undertake a set of activities that aim at strengthening the economic resilience of a group of vulnerable women through supporting their engagement in small-scale income-generation projects, mainly food production and animal husbandry. In addition, the target group will be provided with capacity building and technical support to enhance their technical capacity to run their businesses. The Economic Development Specialist will be in charge of the management of the program activities and will work under the direct supervision of MA’AN's Programs Officer.



Contract Type: HR Contract

Contracting Period: 7-8 months

Expected Start and Ending Dates: As soon as possible

Main Tasks and Responsibilities:




  • Manage the development and implementation of women income generating activities including small scale businesses and other animal husbandry and food production activities

  • Supervise a team of technical advisors (consultants) including agronomists, veterinarians, and business startups advisors

  • Ensure the accountability for targeted women, communities and partners.

  • Supervise the daily field activities that are related to the women income generating activities

  • Support the organization of women capacity building activities

  • Monitor the performance of the supported women income generating activities through conducting regular field visits to the project sites and provide technical and financial advices as needed.



Essential Experiences and Competencies: 



  • Degree in business administration or relevant fields (MBA is a plus).



  • At least 3 years of experience in managing small-scale businesses and supervising startups.

  • At least 3 years of experience in the field of entrepreneurship and project management.

  • Experience in delivering mentoring and coaching services for business startups related to food production and animal husbandry including developing business models.

  • Deep understanding and strong knowledge of entrepreneurship principles and local market requirements and constraints.

  • Highly organized, reliable attention to details and ability to work independently when needed.

  • Excellent communication skills and inter-personal skills, and the ability to establish and maintain effective working relationships with colleagues, partners and donors.

  • Ability to work under pressure, meet deadlines, prioritize workload and multi-task.

  • Mature work practices, highly motivated and demonstrate sound judgment.

  • Fluency in both English & Arabic languages including both written and verbal communication skills.

  • Excellent reporting skills in both English & Arabic.
