Period: 10 months

Project Oversight – Project Manager Role

The Project Manager provides overall leadership and oversight of the project to ensure that all components—Community Protection, EORE/Risk Education, and Community-Led Initiatives—are delivered on time, with high quality, and in full compliance with donor requirements and MA’AN’s internal policies. The Project Manager ensures coordinated planning, smooth implementation across sites, effective staff supervision, and strong alignment with cluster standards and community needs. This includes overseeing activity timelines, monitoring progress against the log frame, ensuring proper documentation and reporting, managing risks and access constraints, and guaranteeing accountability and safeguarding measures across all project activities.

Main Responsibilities

  • Provide overall project oversight and ensure that all components (Community Protection, EORE, CLIs, Case Management) are implemented in a coordinated, timely, and quality manner.
  • Lead project planning processes, update the Detailed Implementation Plan, and ensure alignment between activities, timelines, and budget commitments.
  • Maintain effective coordination between field teams and the technical leads (Risk Education Manager, Community Partnerships Coordinator, Child Protection Officer) to ensure harmonized delivery across sites.
  • Oversee project progress against the log frame, indicators, and targets; ensure accurate and timely reporting to MEAL and donor platforms.
  • Ensure compliance with donor and MAAN procedures, safeguarding standards, and protection principles across all activities.
  • Supervise project staff, provide guidance, conduct performance follow-up, and facilitate clear communication across teams.
  • Coordinate regularly with Finance, Procurement, MEAL, and the Field and Community Mobilization Team to ensure smooth operational support, proper documentation, and timely resource mobilization.
  • Ensure proper budget monitoring, validate expenditures, and support adherence to procurement and financial regulations.
  • Lead the preparation and submission of narrative reports, success stories, documentation packages, and lessons learned.
  • Represent the project in coordination forums as needed in collaboration with technical leads.
  • Monitor risks, access constraints, and emerging protection concerns; ensure adaptive management and propose mitigation measures.
  • Ensure the proper functioning of feedback and complaint mechanisms in coordination with MEAL and Safeguarding focal points.
  • Ensure clear, consistent communication with communities and stakeholders through the Field and Community Mobilization Team.
  • Maintain organized project documentation, trackers, and filing in line with MEAL, finance and donor audit requirements.

Education

  • Bachelor’s degree in social sciences, Protection, Development Studies, International Relations, Project Management, or a related field.
  • Master’s degree is an asset.

Experience

  • At least 3 years of experience in project management, preferably in protection, community-based programming, community led activities or multi-sector humanitarian response.
  • Demonstrated experience coordinating multi-component projects across multiple sites.
  • Proven ability to lead and supervise field teams and ensure coordinated work with technical specialists.
  • Experience working with clusters (Protection Cluster, EORE, CP AoR, GBV AoR).
  • Experience in reporting to international donors (HF/CBPF, INGOs, UN agencies).

Technical Skills

  • Strong understanding of protection principles,community based protection, safeguarding, accountability to affected populations (AAP), and Do-No-Harm.
  • Solid knowledge of MEAL processes (activity tracking, indicator monitoring, data verification).
  • Ability to oversee budgets, analyze expenditure versus plan, and ensure compliance with financial and procurement procedures.
  • Understanding of EORE, community-led initiatives (CLIs), and cash-based programming concepts (even if specialists handle technical roles).
  • Strong coordination and stakeholder engagement skills, especially with communities, field teams, and local structures.

  • Excellent planning, coordination, and problem-solving abilities, with a capacity to manage multiple priorities in fast-changing contexts.

  • Strong communication and interpersonal skills, with the ability to engage effectively with communities, partners, and technical teams.
  • Demonstrated flexibility, adaptability, and resilience, particularly in displacement and emergency settings.
  • Cultural sensitivity and the ability to work respectfully and effectively with vulnerable and diverse groups.

Language skills

  • Excellent command of Arabic and English, written and spoken.
  • Ability to produce high-quality narrative reports in English.
