Field Supervisor

I-Overview 



REACH, through its partner ACTED, will be conducting an assessment in the Gaza Strip with the aim to identify gaps and needs in WASH and Shelter sectors. This assessment will assis the Humanitarian Needs Overview and thus contribute to the 2021 HRP. In its scope, the assessment also strives to incorporate the Global HRP COVID-19 indicators  in order to make it relevant to the impact of the pandemic.


II-Background on REACH


REACH was born in 2010 as a joint initiative of two INGOs (IMPACT Initiatives and ACTED) and the United Nations Institute for Training and Research (UNITAR) Operational Satellite Applications Programme (UNOSAT). REACH’s purpose is to promote and facilitate the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction and development contexts, supporting and working within the framework of the humanitarian reform process. REACH facilitates information management for humanitarian actors through three complementary services: (a) need and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; (c) provision of related database and (web)-mapping facilities and expertise.


III-Background on ACTED


ACTED is an international NGO registered in France. ACTED’s vocation is to support vulnerable populations affected by wars, natural disasters and/or economic and social crises, and to accompany them in building a better future. ACTED started its activities in the occupied Palestinian territory (oPt) in May 2007. ACTED is currently implementing projects covering multiple humanitarian / development sectors, funded by of a variety of international donors, which aim at protecting vulnerable households and strengthening civil society actors across the oPt. ACTED oPt offers a dynamic, rigorous and knowledge-oriented working environment.


IV-Position Profile


Under the operational supervision of ACTED Area Coordinator and programmatic supervision of REACH Senior Assessment Officer, the Field Supervisor is responsible for supporting REACH Senior Assessment Officer, and managing field staff / enumerators to ensure the successful completion of data collection related to the cluster support project.

The field supervisor will be based in ACTED office in Gaza and will be primarily responsible for data collection activities across all five governorates of Gaza.  He/she will travel as necessary, when security and COVID-19 conditions permit, to multiple areas across Gaza to identify and collect information from key informants (KI). The field supervisor will also be responsible for al mission-related logistics, data analysis and cleaning, focus group discussion facilitation, participatory mapping session facilitation, report drafting, leading enumeration teams and any other reasonable tasks need to ensure the success of the mission in Gaza.


V- Responsibilities


The Field Supervisor shall be responsible for:



  • Establishment and management of key informant (KI) networks : Depending on the final methodology , the field supervisor may work in collaboration with ACTED and partner organisation staff, to identify potential KIs to assist in the assessment.





  • Communication with partner organizations : The field supervisor will work in collaboration with the enumerator team to communicate findings and coordinate activities with partner organizations operating in the areas of focus.





  • Facilitation of participatory mapping sessions (if necessary) : The field supervisor will facilitate or co-facilitate participatory mapping sessions to help understand, identify and visualize common displacement routes of Internal Displaced Persons (IDPs).





  • Data cleaning, entry and analysis: The field supervisor will clean, manage and analyze qualitative, quantitative and spatial data collected by the REACH team and enumerators.





  • Hiring, training and leading enumeration teams: The field supervisor will be responsible for hiring enumeration teams, training them on the use of data collection tools (ODK) and methodology, and leading the teams in the field.





  • Focus group discussion facilitation: The field supervisor will be responsible for identifying and organizing respondents for focus group discussion,  facilitating or co-facilitating the discussion and recording results.





  • Logistics support : The field supervisor will have custodial responsibility for all REACH assets




  • at their operational base, and will need to work with the REACH team and ACTED Logistics to ensure serviceability of assets and availability of consumables.




  • Accountability to Communities and Beneficiaries: The field supervisor is responsible for ensuring that all relations with the communities we work are conducted in a respectful and consultative manner.  Due attention must be paid to ensuring that communities are adequately consulted and informed about ACTED and REACH programme objectives, activities, beneficiary selection criteria, and methodologies.





  • Any other tasks requested by the direct manager.





VI-Qualifications:



  • A Bachelor’s degree in NGO management, Sociology, Community development,political science or related field.

  • At least 3-5 years work experience in similar position in INGO.

  • Considerable experience in hiring, managing, and maintaining strong positive attitudes with casual employees and teams


Strong skills with the Microsoft Office Suite



  • Strong technical writing skills

  • Considerable experience using ODK for quantitative data collection, or the ability to rapidly master the process

  • Some experience creating ODK questionnaires, or ability to learn rapidly

  • Experience conducting focus group discussions

  • Excellent time management skills

  • Ability to operate in a cross-cultural environment requiring flexibility

  • Fluency in English and Arabic essential.

  • Ability to work independently , organize work, meet deadlines.

  • Professional attitude, excellent communcation, creative and flexible with ability to work in a team.

  • Valid Driving License.
