Director of the Palestinian NGOs Network (PNGO) – Gaza Strip
The Palestinian NGOs Network (PNGO) is a national umbrella framework for civil society organizations, established in 1993. PNGO currently includes 147 Palestinian NGO members across the West Bank and Gaza Strip. The Network plays a pivotal role in coordinating civil society work, influencing public policies, and promoting the principles of democracy, social justice, and sustainable development.
In light of the current situation in the Gaza Strip resulting from the ongoing war and its unprecedented humanitarian and structural challenges, PNGO seeks to strengthen its leadership role in supporting the resilience of civil society and developing more integrated responses that connect relief, recovery, development, and rights-based advocacy.
Purpose of the Position
To lead PNGO’s Gaza Office and strengthen its role as a strategic and coordinating hub for civil society organizations, ensuring an effective response to the evolving humanitarian context while enhancing PNGO’s role in influencing public policies, defending rights, and promoting the localization of humanitarian action.
Key Duties and Responsibilities
(1) Strategic Leadership and Advocacy
- Lead the strategic direction of the Gaza Office efficiently and ensure alignment with PNGO’s overall vision and the changing operational and political environment in the post-war context.
- Lead advocacy and policy engagement efforts at the local, national, and international levels, including high-level policy dialogues with ministries, donors, and humanitarian actors.
- Strengthen PNGO’s position as a key reference body in coordinating civil society action during the post-war phase and influencing policy agendas related to relief, recovery, and protection of civic space.
(2) Management and Supervision
- Provide strategic oversight of all Gaza Office programs and ensure integration, quality, and results-based management across projects.
- Lead, guide, and supervise project managers, coordinators, MEL staff, and advocacy advisors to ensure high-quality and timely implementation.
- Ensure compliance with PNGO policies, donor requirements, and international standards (CHS, PSEA, and AAP).
(3) External Representation and Partnership Building
- Represent PNGO in high-level coordination platforms and donor meetings, reflecting civil society priorities in the post-war context.
- Build strategic partnerships to strengthen and expand PNGO’s membership base and influence in the Gaza Strip in the post-crisis context.
(4) Risk and Performance Management
- Develop and implement a post-war risk management plan, including operational, security, and access-related challenges.
- Ensure the preparation of high-quality financial and narrative reports in a timely manner (quarterly, annual, and final reports) in accordance with donor requirements and PNGO guidelines.
(5) Core Competencies and Professional Experience
Academic Qualifications
- Bachelor’s degree in Business Administration, Development Studies, International Relations, Public Policy, or a related fields. A Master’s degree is considered an asset, along with relevant professional experience.
Professional Experience
- Minimum of 7 years of progressively responsible leadership experience, preferably within the civil society or development sector, including at least 3 years in a senior leadership/strategic role.
- Proven experience in advocacy and policy influence with governmental or international entities.
- Demonstrated ability to manage multi-partner and multi-site programs, preferably in fragile or post-conflict settings.
- Strong understanding of Palestinian civil society, particularly the challenges and opportunities in the Gaza Strip in the post-war context.
- Previous experience with donor-funded projects; familiarity with EU, UN, and other donor regulations is considered an advantage.
Skills
- Strong leadership and strategic thinking skills, with a track record of influencing policy agendas.
- Excellent advocacy, negotiation, and representation skills in both Arabic and English.
- Ability to manage risks and solve problems in high-pressure work environments.
- Commitment to transparency, accountability, and professionalism.
