The Palestinian Centre for Human Rights (PCHR) is an independent Palestinian human rights organization established in 1995. It is registered as a non-profit Limited Company and operates from its headquarters in Gaza City. PCHR works through the law and advocacy for the promotion and protection of human rights, the pursuance of the rule of law and the realization of democratic principles for the Palestinian people.

Currently, PCHR is seeking to hire a Finance Manager. This role will be based in Gaza and will be responsible for overseeing financial operations and ensuring sound financial management practices within the organization. The Finance Manager will be crucial in maintaining financial transparency, managing budgets, conducting financial analysis, and ensuring compliance with relevant regulatory requirements. JOB SUMMARY

The Finance Manager at the PCHR is key in overseeing financial operations and ensuring effective financial management practices within the organization. The essential responsibilities of this role are listed below. The Finance Manager will report to the PCHR's General Director.

ESSENTIAL RESPONSIBILITIES

  • Financial Planning and Budgeting: Collaborating with relevant stakeholders to develop annual budgets, monitor budgetary performance, and provide financial projections to support strategic planning and decision-making processes.
  • Financial Reporting: Preparing accurate and timely financial reports, including balance sheets, income statements, and cash flow statements, for internal management and external stakeholders such as donors, auditors, and regulatory bodies.
  • Financial Analysis: Conducting financial analysis and interpreting financial data to identify trends, risks, and opportunities, and providing recommendations to improve financial performance and resource allocation.
  • Grants and Funding Management: Overseeing the financial aspects of grants and funding received by PCHR, including budgeting, financial reporting, and compliance with grant requirements and donor regulations.
  • Internal Controls and Compliance: Maintaining robust internal controls, financial policies, and procedures to safeguard PCHR's assets, ensure compliance with relevant financial regulations and laws, and mitigate financial risks.
  • Audit and Tax Compliance: Coordinating and facilitating external audits, ensuring compliance with audit recommendations, and liaising with auditors. Collaborating with relevant stakeholders to ensure with tax regulations.
  • Financial Systems and Processes: Evaluating and enhancing financial systems, processes, and software to optimize efficiency, accuracy, and automation in financial management and reporting.
  • Team Management: Providing leadership and guidance to the finance team, overseeing their day-to-day activities, conducting performance evaluations, and fostering professional development.
  • Finance Policy Development: Participating in the development and implementation of finance and procurement policies, procedures, and controls to ensure transparency, accountability, and adherence to best practices.
  • Perform any other duties related as may be assigned.

SKILLS & REQUIREMENTS

  • Master's degree in a relevant subject with a strong focus on Finance and Accounting.
  • A total of at least 5 years of experience in operations, finance, and program management.  
  • Demonstrated diplomatic, management, and interpersonal communication skills to ensure internal coherence among diverse team members and sub-contractors, as well as relations with other stakeholders.
  • Prior experience working with international donors (including EU and UN agencies) with financial planning and monitoring of projects and core funding.
  • Fluency in English (written and spoken).
  • Ability to travel frequently and under the travel requirements of the assignment. 
  • Believer in human rights, particularly women’s and child's rights.
