As part of its efforts to improve the management of displacement sites in Gaza amid the unprecedented humanitarian catastrophe, the Palestinian NGO Network (PNGO) has prepared this paper within the activities of the "Emergency Response to the Humanitarian Situation in Gaza" project, implemented in partnership with the Norwegian People's Aid (NPA). The paper aims to propose a Palestinian model for managing displacement sites to enhance displaced people's access to services in accordance with basic humanitarian standards, particularly given the diversity of administrative approaches in these sites.
The paper concludes with a set of key recommendations, including conducting capacity assessments for members of displacement site management committees, as well as for workers and volunteers in external supervisory bodies. These assessments would serve as a foundation for capacity-building efforts at both the national and local levels. Additionally, the paper emphasizes the need to develop and adopt a national guide for standards and standard operating procedures (SOPs) for classifying and managing displacement sites. This would help unify the concepts and criteria used in classifying displacement sites and ensure quality control. Moreover, the paper stresses the importance of active participation by women, youth, and persons with disabilities in management committees.
The paper also calls for the urgent launch of a multi-stakeholder national policy dialogue involving all government bodies, UN agencies, international organizations, and active NGOs in the field of displacement site management. The aim is to establish a sustainable national coordination mechanism that ensures the effective coordination of emergency humanitarian interventions in humanitarian operation areas in Gaza. This mechanism would align with the institutional frameworks and operational strategies of each stakeholder, helping to build strong, resilient systems capable of overcoming challenges in life-saving relief efforts and essential humanitarian services. Additionally, it would enhance compliance with humanitarian work standards and requirements for protecting human dignity.
