PNGO: Israeli Aid System Designed to Deepen Palestinian Suffering – Urgent Call for International Protection

The Palestinian NGOs Network (PNGO) condemns in the strongest terms the Israeli occupation’s systematic obstruction and weaponization of humanitarian aid, which has exacerbated the suffering of Palestinians in the Gaza Strip. The so-called Israeli "aid system" is not designed to deliver meaningful assistance but rather to perpetuate starvation, collective punishment, and mass death. And as Palestinians we have not seen an improvement on ground following the new Israeli measures.

The recent massacres at aid distribution sites—where over 1,200 emaciated Palestinians, including women and children, were killed while desperately seeking food—are a testament to Israel’s genocidal policies. The Israeli military has turned these humanitarian points into killing grounds, deliberately targeting civilians in their most vulnerable state.

Now, the Israeli occupation’s announcement of "humanitarian pauses" and limited aid access is nothing but a cynical distraction. While the world is misled by empty gestures, Israel continues to severely restrict aid flow, allowing its affiliated armed gangs to loot and sabotage the little aid that enters. This orchestrated theft ensures that starvation remains a weapon of war, in direct violation of international law and the provisional measures ordered by the International Court of Justice (ICJ).

The latest Integrated Food Security Phase Classification (IPC) report confirms our worst fears: “Worst-case scenario of Famine unfolding in the Gaza Strip”, with Palestinians—especially children—wasting away from hunger and disease. This is not a natural disaster; it is a calculated act of starvation as a tool of genocide.

We demand immediate action:

  1. International Protection: The international community must intervene to secure humanitarian corridors, ensuring the safe and unimpeded entry of aid into Gaza—free from Israeli restrictions and looting by occupation-backed militias.
  2. Civilian Protection: The targeting of civilians and humanitarian workers must end. The UN and responsible states must deploy international mechanisms to protect Palestinians and ensure aid reaches those in need.
  3. End Israeli Control Over Aid: The ability to decide life and death for millions of Palestinians must not remain in the hands of the Israeli occupation. An independent, internationally supervised aid distribution system must be established.

The time for statements has passed. Concrete measures are needed now to stop famine, end the genocide, and hold Israel accountable for its crimes. The world must act before more Palestinians perish from starvation and violence.
