Monitoring, Evaluation, and Learning Advisor
PNGO is seeking to hire a qualified Monitoring, Evaluation, and Learning Advisor in its Ramallah Office.

Contract type: Part time 50% (One year with possible extension)
Reports to: Project Manager/PNGO Director
Background on PNGO:
The Palestinian Non-Governmental Organizations Network (PNGO) is the largest umbrella body for Palestinian CSOs, established in 1993 and encompassing 150 member organizations. PNGO upholds the principles of democracy, social justice, and sustainable development, working to strengthen and consolidate Palestinian civil society through coordination, policy engagement, and implementation of strategic initiatives with member organizations and networks.
PNGO is looking to hire a Project Officer in its Ramallah office for project: “RAWAFED روافد’ 'Voices of Resilience: Strengthening Palestinian Civil Society for Governance, Accountability, and Solidarity”. This project aims at strengthening inclusive, bottom-up policy dialogue and public accountability mechanisms by embedding coordinated civil society platforms - engaging CBOs, NGOs, INGOs, and public authorities and to enhance civic space protection and advocacy through institutionalized coordination, strategic evidence generation, and formalized international partnerships
The Monitoring, Evaluation, and Learning Advisor will ensure that project activities and operations are running in ultimately and excellent coordination and communication with all relevant actors are maintained.
Key Roles and Responsibilities:
MEL System Design & Implementation
Develop and implement comprehensive MEL plans, indicators, and tools to track project progress, and provide technical support to project coordinators for effective MEL integration.
Project Information Management
Track project outputs and outcomes, verify and compile data, and maintain an updated project database. Prepare monitoring reports, evaluations, and supporting documentation.
Capacity Building & Training
Strengthen staff and partner capacity in MEL through training, skill-building, and support for proper data collection, reporting, and use of MEL tools.
Quality Assurance
Ensure the quality of assessment reports, baseline studies, evaluations, and project strategies by conducting reviews and quality control measures.
Reporting & Knowledge Management
Prepare periodic MEL and consolidated organizational reports, capture lessons learned, best practices, and case stories, and ensure knowledge is integrated into project improvements.
Monitoring & Coordination
Conduct field visits, participate in internal and external monitoring missions, and collaborate closely with project teams and stakeholders to ensure quality delivery and alignment of interventions.
Minimum Qualification and Competencies:
- BA in relevant field with at least three years of experience in humanitarian and/or development NGO and in designing, implementing and overseeing MEL related task.
- Demonstrated experience in monitoring project activities, data collection and analysis.
- Sound knowledge and experience in writing reports.
- Demonstrated experience in quantitative and qualitative data collection and analysis.
- Knowledge of accountability initiatives, information sharing and complaints response mechanisms.
- Good knowledge of project cycle management.
- Experience in delivering training on MEL and data analysis.
- Able to work in a team, well organized, flexible, and highly motivated.
- Good interpersonal, communications, and facilitation skills.
- Hands-on experience in managing database software.
- Strong statistical skills including knowledge of Microsoft applications.
- Working knowledge of the English language along with writing and communication skills.
