Atlas Project Manager
Handicap International (which runs projects under its operating name, Humanity & Inclusion - HI -), is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. OBJECTIVE OF THE POSITION:
Reporting directly to the Atlas Operations Manager, the “Atlas Project Manager” supports the Atlas Logistique teams on the operational planning, implementation and monitoring of HI/AL’s operational strategy. This position englobes the storage and transportation components of the project and could be completed with other Atlas Logistique activities (ex; Capacity Building). To do so, the Atlas Logistique PM supports his/her team to ensure optimal quality, effectiveness and impact of the implemented project and to contribute to the sound management and effective functioning of the organisation in Gaza.
More precisely, he/she in charge of:
- Overseeing and monitoring the implementation of the storage and transportation components of the Atlas Logistique project;
- Provision of storage services to other humanitarian stakeholders and smooth running of the warehouses ;
- Provision of transportation services to other humanitarian stakeholders and smooth linkage with storage activity ;
- Ensuring that the project implementation complies with HI / AL quality standards and policies, as well as funding agencies’ requirements, suggesting and implementing technical and operational adjustments accordingly ;
- Ensuring continuous project monitoring (including progress against indicators/objectives of the project, key performance indicators, budget monitoring, etc.), supports the conduct of project outcomes/impact evaluation and lessons learning exercises, and ensure processes to ensure accountability towards stakeholders of the project (user organizations, funding agencies, etc.) are in place and respected ;
- Ensuring the management of the Atlas Logistique team and the development of their skills ;
- Taking part in the coordination between humanitarian logistics actors, build and maintain strong links with the operational partners ;
- Exploring operational development opportunities and support the opening of new logistics platform hubs following the evolution of the context.
The position is based in Middle Area with regular movements in the different operational sites including Gaza City.
Responsibilities/ Missions:
Mission 1: Operational implementation
- Ensures project implementation, in collaboration with the relevant departments and in line with general standards and procedures:
- Ensures the planning of activities and establishes action plans;
- Ensures Budget forecast and follow-up;
- Ensures that activities are implemented in line with the project reference documents and the allocated budget;
- Manages expenditures and ensures a follow up of budget lines for his/her activities;
- Ensures that activities are implemented according to internal quality and technical standards and, if necessary, proposes adjustment or improvements to help meet objectives;
- Follows procedures to develop new partnerships with user organizations ;
- Ensures the effective implementation and follow up of institutional policies (PSEAH, mandatory cross-cutting approaches, etc.) on his/her project;
- Coordinates and collaborates with relevant internal services, especially logistics, HR, finance and technical departments;
- Ensures project data management:
- Ensures that the appropriate data collection and management tools are in place on the project, in line with applicable standards;
- Ensures that data related to the project is collected and compiled in the project database;
- Carries out regular verifications and makes any necessary corrections in the activity database.
- Ensures project reporting:
- Monitors the achievement of results and indicators, as per the logical framework;
- Is in charge of producing the appropriate reporting tools ;
- Reports regularly to the line manager;
- Contributes to writing reports for the funding agencies when relevant;
- Guarantees the proper archiving of information and documentation regarding the project.
Mission 2. Expertise: Logistics services to humanitarian actors
- Ensures that the project is implemented in compliance with technical and operational frameworks as well as local/international regulations regarding provision of storage and transport services to other humanitarian stakeholders and smooth running of operations.
- Fosters and maintains smooth relationships with partner organizations and other relevant stakeholders involved in the project.
Mission 3. Implementation and Monitoring:
- Ensures project implementation, in collaboration with the relevant departments and in line with general standards and procedures.
- Ensures project data management.
- Ensures project reporting.
Mission 4. Influence & Communication:
- Represents HI/AL in relevant coordination bodies, contributes to HI’s external influence by participating in relevant networks ;
- Communicates on evolutions of the project to partners and external stakeholders as much as relevant.
Mission 5. Strategy & business development:
- Provides inputs to contribute to the design of the program’s overall operational strategy
- Contributes to the design of project proposals for the continuity or expansion of the project, or for the development of new projects upon request.
PROFILE REQUIREMENTS:
Essential
- Bachelor’s degree in transport-logistics, production management, purchasing, supply chain, or a Bachelor's degree from engineering school, business school, specializing in logistics, supply chain. An equivalent combination of relevant education and experience may be substituted as appropriate.
- Minimum 2-3 years’ experience in project management
- NGO Experience is desirable
- Experience in logistics programming and working in conflict areas, with a volatile security context Project management experience, including admin, budget, reporting, and team management
- Mastering of documentary and information flows of stock management
- Knowledge of the Gaza logistics chain is desirable
- Excellent English command (spoken and written)
- Excellent command of Office software, particularly ExcelOrganised, practical, dynamic, and solution-oriented
- Creative
- Good communication skills
- Sense of diplomacy, ability to convince
- Sense of humour and high level of motivation and proactivity.
Preferable
- Master’s degree in project management or transport-logistics, production management, purchasing, supply chain, or from engineering school, business school.
- Strong interest in the field of logistics Work experience in Gaza or at least in humanitarian response in the region
- At least two to three years of project-management experience with a preference for humanitarian logistics-related/supply-chain projects. Accustomed to engaging with warehousing and transportation teams and suppliers
- Experience in nationalization of key positionsKnowledge of regulations applicable to the storage of certain specific products (food, chemicals, etc.)
- Good command of WMS (warehouse management system) tools
- Excellent Arabic command (spoken and written)
