PNGO is seeking to hire a qualified Monitoring and Evaluation Officer ‎in its Gaza Office.

Project Title: ' Inclusive Support to Civil Society Organizations in the Gaza Strip with a Focus on Women‎ ‎'

Contract type: Part time 50% (One year with possible extension)

Reports to: Project Coordinator/PNGO Director

Background on PNGO:

The Palestinian Non-Governmental Organizations Network (PNGO) is the largest umbrella body for ‎Palestinian CSOs, established in 1993 and encompassing 150 member organizations. PNGO upholds the ‎principles of democracy, social justice, and sustainable development, working to strengthen and ‎consolidate Palestinian civil society through coordination, policy engagement, and implementation of ‎strategic initiatives with member organizations and networks.‎

PNGO is looking to hire a Project Officer in its Gaza office for project: “Inclusive Support to Civil Society Organizations in the Gaza Strip with a Focus on Women‎”. This project is implemented in partnership with the United Nations Development Programme (UNDP) and aims to strengthen the resilience, operational capacity, and gender responsiveness of civil society ‎organizations (CSOs) in Gaza, while creating dignified employment and professional development ‎opportunities for women, youth, and recent female graduates. The intervention responds to the severe ‎institutional and human resource gaps faced by CSOs following widespread destruction and prolonged crisis, ‎which have constrained their ability to deliver essential, gender-sensitive services to communities.‎ 

The project will adopt an integrated approach that combines institutional capacity strengthening with ‎women’s economic empowerment, ensuring that investments in CSOs translate into tangible benefits for ‎both organizations and individuals. A gender-focused lens will guide all activities to address barriers to ‎women’s participation, leadership, and access to decent work within the civil society sector.‎

The Monitoring & Evaluation Officer will ensure that project activities and operations are running in ultimately and excellent coordination and communication with all relevant actors are maintained. 

Key Roles and Responsibilities:

Main activities:

  • Baseline assessment: Gender gaps and institutional capacity assessment to establish benchmarks.‎
  • Routine monitoring: Tracking progress against agreed indicators through attendance records, ‎performance reports, and financial compliance reviews.‎
  • Field monitoring: Regular site visits and supervision to verify implementation quality and safeguard ‎compliance.‎
  • Feedback and accountability: Accessible, confidential, and gender-sensitive grievance and feedback ‎mechanisms.‎
  • Periodic reviews and evaluation: Mid-course reflection and a final evaluation to assess effectiveness, ‎outcomes, and lessons learned.‎

General responsibilities:

 

M&E System Design & Implementation

 

 

Develop and implement comprehensive M&L plans, indicators, and tools to track project progress, and provide technical support to project coordinators for effective M&E integration.

 

Project Information Management

 

 

Track project outputs and outcomes, verify and compile data, and maintain an updated project database. Prepare monitoring reports, evaluations, and supporting documentation.

 

Capacity Building & Training

 

 

Strengthen staff and partner capacity in M&E through training, skill-building, and support for proper data collection, reporting, and use of M&E tools.

 

Quality Assurance

 

 

Ensure the quality of assessment reports, baseline studies, evaluations, and project strategies by conducting reviews and quality control measures.

 

Reporting & Knowledge Management

 

 

Prepare periodic M&E and consolidated organizational reports, capture lessons learned, best practices, and case stories, and ensure knowledge is integrated into project improvements.

 

Monitoring & Coordination

 

 

Conduct field visits, participate in internal and external monitoring missions, and collaborate closely with project teams and stakeholders to ensure quality delivery and alignment of interventions.

Minimum Qualification and Competencies:

  1. BA in relevant field with at least three years of experience in humanitarian and/or development NGO and in designing, implementing and overseeing M&E related task.
  2. Demonstrated experience in monitoring project activities, data collection and analysis.
  3. Sound knowledge and experience in writing reports.
  4. Demonstrated experience in quantitative and qualitative data collection and analysis.
  5. Knowledge of accountability initiatives, information sharing and complaints response mechanisms.
  6. Good knowledge of project cycle management.
  7. Experience in delivering training on M&E and data analysis.
  8. Able to work in a team, well organized, flexible, and highly motivated.
  9. Good interpersonal, communications, and facilitation skills.
  10. Hands-on experience in managing database software.
  11. Strong statistical skills including knowledge of Microsoft applications.
  12. Working knowledge of the English language along with writing and communication skills.
