Norwegian People’s Aid (NPA) is an independent, partnership-based international organisation that has worked in Palestine since 1987, supporting local partners through civil society development, humanitarian response and mine action programmes. Its Civil Society Development Programme addresses deep-rooted inequalities and strengthens the meaningful participation of young women and men in civic and public life. Through its Humanitarian Response Programme, NPA supports partners to respond rapidly to emerging crises across Gaza and the West Bank, addressing acute food insecurity through life-saving food distributions while helping vulnerable farmers restore their livelihoods and access to farmland. The programme also supports the prevention of and response to sexual and gender-based violence through awareness-raising, case management support and advocacy.
NPA’s Mine Action Programme delivers digital and in-person Explosive Ordnance Risk Education (EORE) and Conflict Preparedness and Protection (CPP), using NPA’s inclusive curriculum to equip girls, boys, women and men in high-risk communities with practical knowledge to reduce risks and strengthen their safety.
Job purpose:
The Gaza Area Coordinator supports the effective implementation and coordination of NPA’s programme in Gaza, with a strong focus on maintaining close working relationships with local partners, providing programme and technical support throughout the project cycle, and ensuring programme quality, accountability and alignment with NPA’s country programme priorities.
The position is intended to be based in Gaza and to work closely with Gaza-based partners and the wider NPA country team. Any field movement or relocation must be informed by the prevailing context and relevant security assessments. Work arrangements may need to adapt to changing operational conditions.
General responsibilities:

- Provide inputs to communications and advocacy work, as required.
- Coordinate with the Programme Manager and support the wider NPA country team, as needed, to ensure that partners’ needs are identified and addressed in a dynamic operating context.

- Conduct regular field-based and/or remote programme monitoring to assess progress against agreed deliverables, outputs, outcomes and the relevant results framework; identify implementation gaps and recommend follow-up actions.
- Contribute to identifying potential new partners whose values and capacities align with NPA’s principles and whose work complements NPA’s Humanitarian, Democracy, Social Peace and Justice pillars.
- Support partners in the design and implementation of activities, as appropriate, including by reviewing terms of reference, workplans, technical documents and draft publications and providing constructive feedback to strengthen quality and alignment with programme objectives.
Programme cycle management
- Review and contribute to partners’ proposals and budgets to ensure alignment with the results framework, programme priorities and NPA budget guidelines; support revisions in response to donor feedback.
- Coordinate the review of partners’ budget and activity reallocation requests.
- Review partners’ mid-year and annual narrative and financial reports, assessing the quality and consistency of reported progress and expenditure against approved plans and budgets.

Engagement with UN humanitarian coordination structures
- Actively participate in relevant cluster and coordination meetings, including Food Security and Livelihoods (FSL), Gender-Based Violence (GBV) and Cash Working Group (CWG) forums, and encourage partners to participate or represent them when they are unable to attend.
- Share NPA’s 4/5Ws information with relevant clusters regularly, contribute to information sharing and communicate NPA’s work to the wider humanitarian community.
- Contribute to tasks led by clusters, Areas of Responsibility (AoRs) and technical working groups, including the development of annual Humanitarian Response Plans and advocacy statements, as relevant.
Gender equality and PSEA responsibilities
- Engage actively in the national PSEA Network; support partners to participate in the network, endorse its standard operating procedures and strengthen awareness and capacity on PSEA.
- Review programmes and projects through a gender-equality lens, supporting NPA’s humanitarian and longer-term programming to be at least gender-responsive and, where feasible, gender-transformative.
- Lead the development of NPA’s Annual Gender Equality Implementation Plan.
- Facilitate gender gap analyses and assessments and support the integration of their findings into programme design and implementation.
- Contribute to NPA’s annual Rapid Gender Analysis (RGA).
- Support partners’ capacity development on gender-transformative programming and the application of internal gender-equality policies and practices.
