Requirements

  • Higher degree in relevant field, or significant relevant experience
  • Documented leadership skills with the ability to build team and include others in decision making
  • At least 5 years’ experience from complex and volatile contexts, conflict or post-conflict environment, preferably from the Middle East and Palestine, as a successful upper-level manager in an international organization
  • At least 5 years of direct Mine Action sector experience in Palestine, including developing, delivering and supporting (including MEAL) CPP and EORE programming
  • Experience with developing strategies, plans and innovative and creative approaches to programming in CPP and EORE in both development and humanitarian (early recovery) contexts, with experience working through locally-led coordination and delivery modalities, including consortia
  • Demonstrated experience in work with civil society organizations and developing programmes based on partner collaboration, including capacity building
  • Strong people management experience with proven ability to lead and manage a multidisciplinary and multicultural team, and given challenging access often remotely
  • Experience of resource mobilization, including strategies and fundraising, and drafting of proposals and reports
  • Proficiency in spoken and written English and Arabic
  • Experience with organizational learning methodologies, including partnership focused capacity building, while utilizing monitoring and evaluation for learning
  • Experience with building the technical capacity of national authorities, sector specific to HMA including CPP and EORE
  • Experience with crisis management, including comprehensive safety, security and duty of care approaches based on comprehensive context analysis and in consultation with partners
  • Proven ability to establish and maintain high-level diplomatic and professional relationships with government agencies, ministries, national stakeholders, UN, NGOs, and donors, etc.
  • Strong writing skills for strategies, proposals, concept notes, business plans, budgets, and reports

Responsibilities

  • Provide strategic leadership for NPA’s CPP and EORE programming
  • Lead, develop and line manage the CPP‑EORE team, fostering strong team culture and integrated approaches with civil society, protection, gender/SGBV and FSL.
  • Actively contribute to the Palestine Management Team (PMT) and the strategic development of the country programme.
  • Represent NPA with key partners, stakeholders, donors, UN and NGOs, in close coordination with the Country Director and other Programme Managers.
  • Lead programme planning, implementation, monitoring and quality assurance, ensuring relevance, impact, efficiency, accountability and compliance.
  • Hold overall responsibility for donor relations, resource mobilisation and proposal development for CPP‑EORE (HMA).
  • Ensure sound financial, grant and risk management, including compliance, reporting, duty of care, safety and security.
  • Strengthen partnerships and coordination, including consortia and sector networks, and contribute to integrated and early recovery initiatives.
  • Support MEAL, IM, accountability to affected populations, and care‑for‑carers (MHPSS) approaches.
  • Contribute actively to communications and advocacy related to Palestine.
  • NGOs, and donors, etc.
  • Strong writing skills for strategies, proposals, concept notes, business plans, budgets, and reports
