Explosive Ordnance Risk Education (EORE) Technical Officer

OBJECTIVE OF THE POSITION:
The EORE-CPP Technical Officer is responsible for ensuring the technical integrity, quality, and safety of Explosive Ordnance Risk Education (EORE) and Conflict Preparedness and Protection (CPP) interventions. Operating within HI’s Armed Violence Reduction (AVR) framework, the Officer bridges the gap between international and organizational standards and field-level implementation. The primary objective is to ensure that life-saving messaging is contextually appropriate, inclusive, and compliant with International Mine Action Standards (IMAS) and HI Standard Operating Procedures (SOP).
Mission 1: Technical Oversight and Quality Management
- Standards Compliance: Ensure all EORE-CPP field activities align with IMAS 12.10, HI SOP, and technical frameworks and standards enforced by the Mine Action Area of Responsibility (MA AoR) and other relevant coordination bodies for Humanitarian Mine Action (HMA) in Gaza. ‘.
- Quality management and Technical Supervision: Ensure the technical relevance and quality of EORE-CPP activities through the conduction of Quality Assurance visits, desktop Quality Control, and overall strict application of the quality management framework as defined in HI SOPs. Ensure that recommendations of the QA and QC are applied through field coaching, regular feedback, and capacity reinforcement to EORE-CPP staff. As required by PM, under the guidance of the AVR specialist and Senior Technical Officer, ensures during QA/QC the full and qualitative integration of VA-specific efforts into the work of EORE-CPP teams.
- EORE-CPP Materials and Tools Development and update: Under the guidance and Validation of AVR specialist/STO lead the design, field-testing, and adaptation of EORE-CPP materials and tools. Ensure that materials and tools are tailored to various demographics (age, gender, disability), prioritized risk-taking and vulnerable groups as well, and specific threats witnessed in the Gaza Strip. Ensure that existing materials and tools remain relevant to the context (risk-taking behavior, conflict, and explosive contamination patterns) and are updated accordingly.
- When required, provide technical support to facilitate the coordination of EORE-CPP activities and projects.
Mission 2: Capacity Building and Team Support
- Training Delivery: Design and facilitate EORE-CPP Training of Trainers (ToT) and refresher courses for HI staff, partner organizations, and community volunteers. As required by the PM, deliver the EORE-CPP Humanitarian to Humanitarians safety briefing to external humanitarian actors. Ensures the compilation of training documentation, including reporting, participants' grades and certificates, and other means of verification.
- Technical Coaching: Provide ongoing mentorship to field teams and other EORE-CPP staff, based on results of QA/QC and guidance of the AVR specialist and STO.
- Technical Induction: As required by the Project Manager (PM), provide induction on EORE-CPP activities for new staff and visitors, as well as technical safety briefings for new staff and visitors regarding the contamination context in the area of operation.
Mission 3: Monitoring, Evaluation, Accountability, and Learning (MEAL)
- Technical Reporting: Consolidate field data into technical reports, highlighting trends in risky behavior, vulnerable and risk-taker groups, new contamination reports, and geographical gaps in coverage.
- Capitalization: In liaison with the MEAL unit and as required by the Project Manager, contribute or lead to the drafting of "lessons learned" documents and case studies. Actively contribute to HI’s Global EORE-CPP Community of Practice to share field-level insights and adopt global innovations. As required by PM, take part in drafting Terms of Reference or contribute to project evaluations.
- Information Management: As required by the PM and in coordination with the IM officer, contribute to ensure that EORE-CPP data is accurately recorded and ready for integration into the Information Management System for Mine Action (IMSMA) where required.
Mission 4: Coordination and Representation
- Technical Working Groups: Under the guidance of the AVR specialist, represent HI in relevant technical sub-clusters, VA, and EORE coordination meetings, and with local mine action authorities or relevant coordination bodies.
- Partner Support: Act as a technical focal point in EORE-CPP for local implementing partners, ensuring their activities meet HI’s safety and quality benchmarks.
- Integrated HMA/AVR response: As required by the PM and under the guidance of the AVR specialist, the EORE TO shall contribute to the synergies of EORE-CPP activities with other mine action pillars, with a focus on VA-specific efforts. Integrated Programming:Collaborate with Protection, Health, and Rehabilitation teams to ensure EORE-CPP is mainstreamed across HI’s multi-sectoral response.
Mission 5: Integration of EORE-CPP into
- As required by the PM, and under the guidance of the AVR specialist and STO, contribute to the design of new EORE-CPP project activities.
- Under the guidance of the AVR specialist and STO, contribute to the development of STRATOP and sectoral strategies.
- As required by the PM, contribute to project reporting.
PROFILE REQUIREMENETS:
Education & Experience:
- University degree in Social Sciences, Education, International Development, or related field.
- Minimum of 3 years of professional experience in Humanitarian Mine Action or Humanitarian Protection.
- Proven experience in coordination or delivery of EORE-CPP is essential, experience in Protection, Child Protection or Disability Inclusion is a significant asset.
- Proof of previous formal training in EORE and/or CPP is required and/or technical certification in that domain by a recognized HMA actor is essential
Technical Skills:
- Capacity building and demonstrated ability to develop training curricula and educational toolkits.
- IMAS 12.10, and other relevant standards, and legal framework of EORE and CPP in Palestine
- Awareness of latest global good practices and innovation in EORE and CPP
- Proficiency in conducting technical monitoring on both desktop and on-site.
- Fluency in Arabic and English (written and spoken) is required.
Soft Skills:
- Clear and concise communication style with the ability to explain complex safety concepts to non-technical audiences.
- Capacity to represent HI into coordination meetings and/or public events
- Pedagogical mindset enjoys teaching, coaching, and supporting the growth of others.
- Strict adherence to humanitarian principles and neutral field conduct.
