Field Officer
Bayader for Environment & Development (Bayader) is a leading Palestinian non-governmental organization established in 2007. Guided by human dignity and resilience, Bayader is dedicated to driving sustainable development and providing rapid humanitarian response across the Gaza Strip. Our core programmatic pillars include Food Security & Livelihoods (FSL), Protection, Community Development (e.g., Wash, Shelter ...etc.), Economic Empowerment, WASH services, and Emergency & Early Recovery.
In response to the ongoing humanitarian context, and in partnership with various International Non-Governmental Organizations (INGOs) and donors, Bayader is launching a suite of multi-sectoral emergency projects. These interventions are designed to restore basic services, rebuild livelihoods, and support conflict-affected populations.
To ensure effective on-the-ground execution, smooth operations, and high-quality service delivery, Bayader is seeking highly qualified, proactive, and field-oriented professionals to fill the following position:

- Reports To: Project Coordinator (PC)
- Contract Duration: Temporary (with possibility of extension based on performance and fund availability)
Job Purpose
The Field Officer (FO) is a key operational position responsible for the direct deployment, coordination, and supervision of project activities within target communities. Operating as the primary link between the project management office and the field, the FO will ensure that multi-sectoral interventions—including material distributions, awareness sessions, and rehabilitation activities—are executed on time, within scope, and in strict compliance with quality guidelines and donor regulations.
Key Responsibilities & Accountabilities
- Field Implementation & Quality Delivery
- Activity Execution: Mobilize, plan, and execute field-level project activities in strict accordance with approved work plans, timelines, and implementation strategies.
- Service Quality: Monitor localized service provision to ensure the highest standards of quality, safety, and dignity are maintained during delivery to beneficiaries.
- Site Supervision: Conduct frequent, structured field monitoring visits to project execution sites, tracking progress and addressing operational bottlenecks on the spot.
- Distribution Management: Oversee the secure, transparent, and organized logistics and distribution of project materials, resources, or emergency aid packages.
- Community Engagement & Stakeholder Relations
- Relationship Management: Build, nurture, and maintain strong, collaborative relationships with community members, neighborhood committees, and local stakeholders.
- Community Mobilization: Lead community outreach initiatives, public awareness sessions, orientation meetings, and localized capacity-building trainings.
- Feedback Loop: Actively gather community insights, identify emerging humanitarian needs, and channel grassroot field feedback directly to the project coordination team.
- Monitoring, Evaluation & Technical Reporting
- Data Collection: Partner with the MEAL team to collect high-quality quantitative and qualitative field data using standardized institutional assessment forms and digital tools.
- Progress Reporting: Compile and draft comprehensive field progress updates, including daily site updates, weekly metrics, and monthly narrative reports.
- Knowledge Capturing: Systematically document field challenges, mitigation measures taken, institutional lessons learned, and impactful success stories from the ground.
- Cross-Departmental Coordination & Liaison
- Internal Synergy: Maintain close working collaboration with internal MEAL, procurement, logistics, and finance teams to ensure seamless supply chain and operational workflows.
- External Liaison: Coordinate operational steps with local administrative authorities, community leaders, and partner organizations to avoid duplication of efforts.
- Review Frameworks: Participate actively in internal project review meetings, planning workshops, and multi-disciplinary strategic sessions.
- Compliance, Protection & Accountability
- Regulatory Compliance: Verify that all field operations conform explicitly to Bayader’s internal policies, financial guidelines, and donor mandates.
- Humanitarian Protection: Enforce strict adherence to Child Safeguarding, Protection from Sexual Exploitation and Abuse (PSEA), and "Do No Harm" protocols across all field deployments.
- Operational Integrity: Champion absolute transparency and institutional accountability across all field operations, reporting any environmental risks or operational irregularities immediately.
Candidate Profile (Qualifications & Competencies)
Education & Professional Experience
- Academic Degree: A Bachelor’s Degree only with a minimum graduation grade of "Good" from an accredited university in Social Sciences, Development Studies, Engineering, Education, Business Administration, or a closely related humanitarian field.
- NGO Experience: A minimum of one (1) year of proven experience working within the non-governmental organization (NGO/INGO) sector.
- Technical Experience: At least two (2) years of directly related experience in project implementation, field operations, or community mobilization. Direct experience working on donor-funded multi-sectoral emergency projects is highly desirable.
Technical & Core Competencies
- Operational Skills: Strong capabilities in community mobilization, field logistics, and tracking project target outputs.
- Communication & Soft Skills: Superior interpersonal, networking, and public speaking skills, with a proven ability to resolve conflicts and manage relationships under high-stress conditions.
- Reporting & Tech Literacy: Strong narrative reporting and documentation skills. Proficient in basic computer software (MS Word, Excel, Email systems).
- Resilience & Adaptation: Proven capability to work effectively and solve problems under pressure, meeting strict deadlines within complex or challenging environments.
- Contextual Knowledge: Deep understanding of the socio-economic, cultural, and operational context specific to the Gaza Strip.
Geographic & Legal Requirements
- Residency: Must be a legal and current resident of the Rafah, Khan Younis, or Deir al-Balah Governorates.
