Procurement Officer
Bayader for Environment & Development (Bayader) is a leading Palestinian non-governmental organization established in 2007. Guided by human dignity and resilience, Bayader is dedicated to driving sustainable development and providing rapid humanitarian response across the Gaza Strip. Our core programmatic pillars include Food Security & Livelihoods (FSL), Protection, Community Development, Economic Empowerment, WASH services, and Emergency & Early Recovery.
In response to the ongoing humanitarian context, and in partnership with various International Non-Governmental Organizations (INGOs) and global donors, Bayader is launching a suite of multi-sectoral emergency projects. These interventions are designed to restore basic services, rebuild livelihoods, and support conflict-affected populations.
To safeguard supply chain integrity, maximize resource efficiency, and ensure rigorous adherence to international compliance frameworks, Bayader is seeking highly qualified, strategic, and principled professionals to fill the following position:

- Reports To: Project Coordinator (PC) / Operations Manager
- Contract Duration: Temporary (with possibility of extension based on performance and fund availability)
Job Purpose
The Procurement Officer (PO) is a cornerstone operational position responsible for managing the end-to-end supply chain, tendering, and purchasing lifecycles of the project. The PO will ensure that all essential goods, works, and services are acquired transparently, cost-effectively, and on schedule. Operating in a high-pressure humanitarian setting, the PO is tasked with maintaining an optimal balance between rapid emergency response and flawless compliance with internal controls and stringent donor procurement guidelines.
Key Responsibilities & Accountabilities
- Strategic Procurement Planning & Forecasting
- Plan Development: Design, structure, and implement comprehensive annual and project-specific procurement plans in close alignment with program targets and finance timelines.
- Demand Forecasting: Analyze project budgets and implementation schedules to forecast procurement bottlenecks, material lead times, and resource dependencies.
- Donor Alignment: Ensure all planned sourcing pathways comply fundamentally with institutional policies and specific international donor regulations.
- Sourcing, Market Analysis & Purchasing
- Sourcing Documents: Draft and publish high-quality Requests for Quotations (RFQs), Invitations to Tender (ITTs), and Requests for Proposals (RFPs) featuring precise technical specifications.
- Market Mapping: Conduct regular field-based market assessments and price-trend analyses to monitor local supply capacities, inflation indices, and secure the best "Value for Money" (VFM).
- Commercial Negotiation: Lead negotiations with suppliers and contractors regarding pricing structures, delivery terms, quality standards, and post-purchase conditions without compromising humanitarian ethics.
- Tendering Frameworks & Contract Management
- Tender Management: Oversee competitive tendering processes objectively, ensuring absolute confidentiality, fairness, and equal opportunity for all bidders.
- Bid Evaluation: Facilitate tender opening committees, evaluate complex commercial/technical bids, and compile detailed procurement evaluation reports.
- Contract Drafting: Issue, review, and manage legally sound Purchase Orders (POs) and service/framework contracts, establishing clear KPIs and risk-mitigation terms.
- Supplier Relationship & Performance Management
- Database Upkeep: Establish, update, and manage a verified, transparent corporate roster and database of vetted local suppliers, contractors, and service providers.
- Performance Audits: Monitor supplier delivery timelines and inspect received goods against contracted technical samples to ensure quality compliance.
- Dispute Resolution: Mitigate and resolve contract breaches, delivery delays, or commercial disputes with vendors in a highly professional and legally secure manner.
- Compliance, Internal Controls & Audit Readiness
- Internal Auditing: Safeguard institutional integrity by ensuring every transaction strictly satisfies segregation of duties and localized threshold policies.
- Flawless Archiving: Maintain comprehensive, audit-ready physical and digital procurement files (including expressions of interest, bids, evaluation notes, and contracts).
- Anti-Fraud Oversight: Enforce strict ethical sourcing standards, actively identifying and reporting any indicators of collusion, conflict of interest, or fraudulent practices.
- Inter-Departmental Coordination & Reporting
- Supply Chain Synchronization: Work hand-in-hand with finance, logistics, and field teams to fast-track deliveries and unblock transport routes.
- Status Updates: Provide project coordination with weekly procurement trackers and delivery status updates to maintain implementation momentum.
- Institutional Learning: Document supply chain bottlenecks, local market adaptations, and best practices to refine emergency procurement strategies.
Candidate Profile (Qualifications & Competencies)
Education & Professional Experience
- Academic Degree: A university degree (ranging from Bachelor’s to Master’s Degree) with a minimum graduation grade of "Good" from an accredited university in Supply Chain Management, Logistics, Business Administration, Finance, or a closely related commercial field.
- NGO Experience: A minimum of one (1) year of proven experience managing procurement functions within the non-governmental organization (NGO/INGO) sector.
- Technical Experience: At least three (3) years of directly related, progressive experience in procurement, contract management, or supply chain logistics. Experience navigating donor compliance (e.g., EU, UN, USAID, or international frameworks) in crisis settings is highly desirable.
Technical & Core Competencies
- Supply Chain Expertise: Masterful command of competitive bidding procedures, contract drafting, and international commercial terms (Incoterms).
- Negotiation & Analytics: Exceptional negotiation, critical thinking, and financial analysis skills with high precision in quantitative evaluation.
- Software Competency: Advanced command of Microsoft Office tools (especially complex data manipulation in Excel) and modern Enterprise Resource Planning (ERP) or procurement systems.
- Ethical Fortitude: Unwavering professional integrity, meticulous attention to detail, and a strict commitment to transparency under intense operational pressure.
- Contextual Knowledge: Deep understanding of commercial supply networks, logistical bottlenecks, and cross-border/local trade dynamics in the Gaza Strip.
Geographic & Legal Requirements
- Residency: Must be a legal and current resident of the Rafah, Khan Younis, or Deir al-Balah Governorates.
