PNGO is seeking qualified candidates for the position of :
National Advocacy Coordinator Gaza Strip


Background on PNGO:


PNGO is a coordination body for the NGO sector in Palestine with the purpose of strengthening the Palestinian civil society and contributing to the establishment of the Palestinian state based on the principles of democracy, social justice, rule of law, tolerance, and respect of human rights through networking, building-up the capacity of NGOs, developing information management centre and mainstreaming of society concerns into public policies, plans and programs. PNGO boasts of 145 national NGOs in the West Bank and Gaza Strip that work across sectors in different developmental fields. The job station is Ramallah with needed travel to East Jerusalem and Gaza.

Job Purpose:

To review and analyze PNGO’s sectorial policies to establish where there are gaps or there needs to be reform with regards to policy. This will inform the advocacy strategy that will then be used to begin entering into dialogue and lobbying with the PA to ensure improvement and development of policies within each sector essential to each location (West Bank and Gaza). Simultaneously the two coordinators will work towards establishing a sectorial coordination unit that further units the West Bank and Gaza sectors thus creating a platform from which issues that need to be raised locally with the PNA and the international actors operating in Palestine can then be identified and presented to the Communications and Policy Advisor.

Major Duties:

  • To work in conjunction with the other national coordinator to establish a sectorial review of existing strategies and highlight areas of reform and policy lack.

  • To work together to establish advocacy strategies, one in unification and one for each locality including where each office can support the other actions.

  • To Work with the PNGO administration to establish a sectorial coordination unit that all the information is held in and accessible to members through

  • To disseminate all policy identification reports to members

  • To develop the capacity of PNGO to have influence at planning and decision-making levels within the Palestinian government.

  • To contribute to production of high-quality written policy analysis and advocacy reports.

  • To provide policy support and analysis for campaigns that will help shape public messaging

  • To Work closely with PNGO’s Communications and policy advisor to ensure consistent outputs and providing information on sectorial levels when needed

  • To represent PNGO when dealing with the Palestinian Authorities

  • To help facilitate meetings based in Ramallah office or/and for the Gaza office

  • To deliver regular analysis and updates for management


Requirements:


Job Qualifications:

  • B.A. In Social Sciences or other related field, with experience in national advocacy.

  • Key Skills and Competencies

  • A proven track record in the delivery of successful advocacy strategies for campaigns within the development sector preferably at the national level.

  • Demonstrated knowledge and understanding of key issues in the development sector and humanitarian needs, particularly policies instated by the Palestinian National Authority and the UN agencies.

  • Demonstrable experience of:
    a. Lobbying with decision makers, planners and government sectors.
    b. Writing and producing high quality policy materials for varied audiences
    c. Media work and the use of new media tools in advocacy.
    d. Conducting international advocacy campaigns

  • The ability to communicate complex messages in an accessible manner for varied audiences.

  • Excellent interpersonal, influencing, networking, negotiating and diplomatic skills for engagement with a wide variety of contacts.

  • Language proficiency (in speaking, reading and writing) in both English and Arabic.

  • Strong conceptual and analytical skills and ability to think and operate innovatively and strategically.

  • Good administration and organizational skills.

  • Time management and prioritizing skills.

  • Commitment to PNGO’s values and ethos.

  • Ability and willingness to travel both at home and abroad.

  • Flexible in working hours – ability to work evening and weekends when required.
