Swiss Cooperation Office Gaza & West Bank | The Swiss Agency for Development and Cooperation (SDC) is seeking a Senior Programme Manager (SPM) for its office in Gaza Strip.


The Swiss Agency for Development and Cooperation (SDC) strategy in oPt focuses on people protection and resilience, and aims to enhance the basis for a democratic, right based and pro-poor development.


SDC promotes programmes in three main domains: rule of law and protection, the strengthening of local governance, and the support of agro economic development with a focus on small farmers and domestic market. Furthermore, SDC supports UNRWA operations in the region and in oPt.


SDC sub-office in Gaza is responsible for the operational management, implementation and monitoring of projects within the frame of the Swiss Cooperation Strategy for oPt 2015-2018 and operates to create long-standing, trust-based partnership with local, international and UN organizations.

Requirements


-Master’s degree in Social development, law, economy and/or related field;


-10 years of successful development related work experience in a similar position; in the field of international cooperation, NGO or bilateral development cooperation


-Relevant field experience; previous experience in networking and cluster mechanisms; excellent communication skills.


-Good knowledge of PCM instruments and international standards in development cooperation;


-Sense of initiative and ability to work effectively within a team and under pressure.


-Good IT skills, Microsoft office


-Very good written and oral skills in Arabic and in English.


-Valid driver's license.


Purpose of the position


Under the direct supervision of the Jerusalem based Deputy Head of Cooperation, the Senior Programme Manager (SPM) is in charge of developing, monitoring and assessing part of the development and humanitarian programme of SDC in Gaza in accordance with SDCs instructions and guidelines. She/he develops and maintains transparent, diplomatic and trust relations with the implementing project partners as well as other relevant stakeholders in Gaza. She/he ensures effective coordination and information sharing with other stakeholders in Gaza. The SPM contributes to quality policy dialogue and represents SDC in relevant coordination meetings. He/she identifies and develops new initiatives within the framework of the SDC strategy. She/he prepares regular analysis of the context with a focus on development and humanitarian issues. The SPM is in charge of the administrative management of the SDC office in Gaza and supervises the local staff – at present 1 National Programme Officer (NPO). He/she works closely with the SDC office in Jerusalem.


Starting date is 15 March 2016 with an assignment of 1 year after probation period. Salary and employment conditions follow the salary scale and personnel statute.
