Project Coordinator




The Project Coordinator (PC) will support the project “Women and Youth Entrepreneurs Leading Change”, or OBADER, funded by the Global Affairs of Canada (GAC). The OBADER project will be implemented over a 4-year period (April 2018-2022) by CARE in south and central West Bank and Gaza, in collaboration with local partners. OBADER is planning to enhance the economic empowerment and increase the prosperity of low-income women and female and male youth as entrepreneurs and employees in central and south of West Bank and Gaza (WBG).


The PC will be responsible for the detailed implementation of the project activities in Gaza during the different stages of the project life cycle (design, conceptualization, and implementation), responsible for project’s team (CARE and partner staff) in Gaza, reports’ writing and financial management of the project budget. S/he will work closely with project manager, procurement team, finance, partners, and local committees to facilitate communication and build networks.  S/he will work closely and report to the PM in West Bank to produce unified reports to the CI and the donor.


Primary activities for the PC  include but are not limited to: Implementation of the project/s initiatives in Gaza, coordination between CARE’s team (in WB & Gaza) and all key actors in the project/s (including project partners, governmental actors, CARE staff, private sector and investors, etc…), identify potential and emerging programmatic and financial issues related to the project/s; facilitate collaboration among all actors to find solutions for programmatic and financial issues; prepare/ review and comment on progress and technical reports and other programming/project documents to be submitted to the project manager, CI member and donors, and will also be responsible for overall planning, monitoring, evaluation, learning, and reporting on Gaza project’s component to CO management, CI, and donors as well sharing the learning and experiences with other projects’ teams within the organization.




Job Requirements:



  • Master’s degree (or equivalent combination of formal training and experience) in economics, social science, business administration, or public administration with an emphasis on economic development or community development,

  • In depth knowledge of economic empowerment programs and approaches. Women Economic Empowerment is a PLUS.

  • Proven success and a track record integrating and harmonizing ideas within a team and with external stakeholders.

  • At least 5 years’ proven experience in managing and implementing women economic empowerment projects, economic empowerment, complex market systems, food security, livelihood, entrepreneurship projects.

  • Demonstrated management skills with a minimum of three years’ experience supervising employees

  • Proven track record working collaboratively with civil society, communities, local NGO partners, SMES and government officials.

  • Experience in donor grants management and monitoring of large programs and/or multiple projects/initiatives.

  • A working knowledge of project planning, monitoring and reviews, budget planning and management.

  • Excellent interpersonal and communication skills (verbal and written) in both Arabic and English.

  • Strong team play and collaboration skills.

  • Outstanding analytical, advocacy and action research skills.

  • Proven skills in program planning, development, analysis, assessing and reporting to external grants providers.

  • Effective negotiation and representation skills.

  • Good understanding of development issues with emphasis on rights, partnership, participation and sustainability.
