Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 176621.- ILS yearly.

Introduction

In Gaza, where some 40 per cent of Palestinians live, the situation appears untenable. Public health-motivated lockdowns compounded the impact of the 15-year blockade, exacerbating already bleak living conditions, intensifying economic depression and deindustrialization and exhaustion of most resources and buffers. Already before the COVID-19 pandemic, the majority of residents subsisted below the poverty line, and many were food insecure. In 2020, fewer than one in five people of working age had a job. Two thirds of women and young people were unemployed and most of them now harbour little hope of ever getting into paid employment. Close to a quarter of working hours were lost in 2020 as a consequence of COVID-19, the equivalent of some 59,000 jobs. There was a sharp decline in employment, by 13.3 per cent in 2020 compared to 2019, while the unemployment rate reached 46.6 per cent.

By the Third quarter of 2021, more than half of Palestinians living in Gaza suffer from poverty. Its overall unemployment stands at 50 per cent and youth unemployment is at 63.8 percent, compared with 18.3 percent overall unemployment and 7.1 percent of youth unemployment in the West Bank. In terms of monthly wage, Gazan’s receive an average ILS 654 compared with a much higher ILS 1,110 in the West Bank.

The project will serve as a pilot for implementing the NES which is the main framework for interventions that contribute to creation of decent job opportunities for women and youth in Gaza and demonstrating successful interventions to promoting jobs in OPT. The project will also promote new and innovative approaches such as smart solutions for SMEs and green technology in high-value-added and employment intensive sectors – all of which have been identified as priorities under the NES.

The official will be based in Gaza and responsible for supporting the planning and implementation of the project activities as per the duties outlined in the description below.

Reporting lines:

Under the general supervision of the Representative of the ILO office in Jerusalem and direct technical supervision of the Programme Analyst, and in close consultation with DWT Specialists, the National Project Officer will perform the following tasks:

Description of Duties

  1. Monitor progress of ILO project activities and ensure consistency and completeness by reviewing, verifying and analysing work-plans, designing appropriate capacity development interventions, identifying necessary resource people, and collecting data and developing progress and final reports against key set of well-defined indicators.
  2. Provide programmatic and administrative support to the project including the drafting of necessary TORs, activity concept notes, and preparation of all administrative and financial documents for the execution of activities while ensuring they are in line with the ILO financial rules and regulations.
  3. Prepare briefs, periodical reports and statistical data on status of the project activities.
  4. Assemble and edit basic data required for planning and negotiation of project activities, considering different approaches and alternative methods for project design, management, problem identification and problem resolution.
  5. Assist in the programming and control of resources of the project funds, prepare budget estimates and expenditure forecasts by analyzing and monitoring situation of resources as compared to planned activities and making recommendations to management for remedial action.
  6. Participate in the organization of conferences, seminars, workshops, training sessions and meetings. Draft in, or translate into, local language(s) news releases, official correspondence, statements and speeches and other public information material.
  7. Brief ILO specialists, and provide relevant information on project-related matters.
  8. Support the production of policy papers and gap analysis with recommendations for remedial action through tripartite consultations such as national and local authorities, employers’ and workers’ organizations, international organization, NGO, private sector actors and media.
  9. Support project staff and national partners with identifying, analysing, interpreting and making recommendations on project activities, in coordination with counterparts, DWT-Beirut specialists, INGOs and NGOs, as well as relevant technical units at ILO-HQ.
  10. Support the process of strengthening capacity of ILO constituents in key industrial sectors in Gaza Strip.
  11. Develop the concept notes for training topics with rationale and list of beneficiaries targeting various contractors, SMEs and cooperatives in Gaza.
  12. Support the awareness raising initiative on the utilization of green technology and clean renewable energy for private productive sector SMEs/Cooperatives.
  13. Perform other duties as may be assigned by the supervisor.

Required qualifications

Education

First level University degree in relevant field. An advanced degree in social studies would be a strong advantage.

Experience

At least one to two years of professional experience at the national level in the relevant occupational area.

Languages

Excellent command of both Arabic and English.

Competencies

  • Knowledge of programme and budget, project administration and evaluation concepts and procedures and of the mandate and structure of labour market institutions in OPT.
  • Knowledge of the office’s financial rules and regulations.
  • Good knowledge of the context and challenges for the project areas of expertise.
  • Strong management and organizational skills.
  • Excellent analytical skills and ability to justify requirements and approaches to problem resolution and good drafting skills.
  • Good ability to interpret project information and to identify and analyze problems with implementation.
  • Ability to communicate effectively both orally and in writing. Ability to clarify information.
  • Demonstrate collaborative and team work experience and ability to work effectively with a multicultural and interdisciplinary team as well as work on his/her own initiative.
  • Ability to work independently, quickly, precisely, and take initiative and responsibility.
  • Ability to work under pressure and to meet the deadline.
  • Proficient in Microsoft Words, Power Point, Excel, web-browsers and database applications.
  • Ability to deal with people with tact and diplomacy.
