With the project “E-Governance in Palestine and the MENA Region”, GIZ aims to improve the provision of user-centered, inclusive, digital local services and participation formats as well as to enhance knowledge building and exchange on e-governance approaches in the MENA region.

In order to support the project in the area of innovative participation formats, we are looking for a full-time (100%) position. The position is based in Gaza; however, the tasks and functions below cover Gaza and West Bank.

“Project Advisor”

Tasks and Functions include but are not limited to:

  • Coordinates the planning, implementation, and monitoring of project activities in the intervention area of digital and co-creative participation formats.
  • Advises on co-creative design processes and the implementation of co-creatively developed ideas
  • Coordinates capacity development measures in the fields of citizen participation, human-centered design approaches, social media, and communication.
  • Coordinates the design and implementation of campaigns to build awareness on topics such as digital rights, data security, and privacy.
  • Promotes the development and maintenance of links and networks between public institutions, civil society, and actors of the innovative ecosystem in Palestine.
  • Supports cooperation and regular dialogue with partners and other relevant stakeholders in the project environment to improve and maintain good working relationships.
  • Supports procurement and contracting processes for goods and services in line with GIZ’s rules and regulations.
  • Ensures timely delivery of outputs and actively contribute to knowledge management
  • Prepares appropriate input for various project reports required by the management and GIZ head office.
  • Contributes to project-related PR and the documentation of learning experiences for internal and external dissemination and presentation of the project.
  • Performs other duties and tasks at the request of management.

Required qualifications:                                                                        

  • University degree in political science, social science, international relations, public administration, information and communications technology, or service design.
  • At least 5 years of experience in a similar position.
  • Proven experience in the field of citizen participation. Preferable experience in innovative and digital participation formats, co-creative design processes, digitalization, and data security.
  • Good knowledge of human-centered design approaches.
  • Good knowledge of the innovative ecosystem in Palestine and other relevant public and private actors, and knowledge of the Palestinian local governance sector is an asset.
  • Friendly and motivated personality, tech-savvy, and interested in creative and innovative solutions.
  • Excellent networking and communication skills, team- and service-oriented work style.
  • Ability to work in a complex environment under stressful conditions with people of different backgrounds.
  • Experience in work with international development organizations is an asset.
  • Excellent command of spoken and written English and Arabic, command of German language is an asset.

Assignment: starting 10th Oct 2022. 1-year contract with possible extension.
