Al-Dameer Association for Human Rights has submitted a formal communication to two United Nations Special Procedures mandate holders: the Special Rapporteur on Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, and the Special Rapporteur on the Situation of Human Rights in the Palestinian Territories Occupied since 1967.

The submission documents systematic torture and inhuman treatment of Palestinian detainees from the Gaza Strip held in the Rakevet section of Ramleh Prison, an underground facility reactivated to hold Palestinian detainees since October 2023. Testimony gathered by Al-Dameer's legal team documents weekly violent search operations involving beatings, stress positions, and, during an operation on 27 July 2026, the use of electric shocks, police dogs, tear gas, and rubber bullets against detainees held in the confined underground facility.

The submission details the case of Dr. Hussam Abu Safieh, a Palestinian physician held in the section, who was placed in solitary confinement for 21 consecutive days, assaulted on two separate occasions, and denied adequate medical care despite serious pre-existing cardiac and other conditions.

Al-Dameer's submission further documents the continued denial of ICRC access to Palestinian detainees since October 2023, a policy an Israeli Supreme Court ruling of June 2026 found unlawful, but which the Knesset has since moved to codify into law through pending legislation.

Al-Dameer calls on both Special Rapporteurs to urgently investigate these conditions, to demand Israel's immediate compliance with its Supreme Court ruling on ICRC access, and to press for independent medical assessment and appropriate care for detainees with serious health conditions, including Dr. Abu Safieh.
