Water Sanitation and Hygiene (WASH) Head of Project



For a period of 12 months

The Candidate will:




  • Coordinate and follow up the implementation of infrastructure projects (water, wastewater and stormwater activities) (beneficiary selection, field works, trainings, tenders, etc.) in collaboration and coordination with the WASH Program Manager and Technical Coordinator.

  • Provide technical assistance to the WASH team for implementation of water, wastewater and stormwater activities.

  • Follow up on the achievement of water, wastewater and stormwater projects’ results and objectives using the correct tools (baseline study for monitoring of results and objective indicators).

  • Forecast and follow up on project expenses and budgets related to water, wastewater and stormwater projects

  • Prepare the progress reports in accordance with the Donors’ guidelines (interim, final, ad hoc…etc) in coordination with the WASH Program Manager and Technical Coordinator.

  • Participate in the writing of project extensions or amendments if needed, in collaboration with the WASH Program Manager and Technical Coordinator.

  • Participate in the design and implementation of WASH assessments, surveys or any other project identification study in collaboration and coordination with WASH Program Manager and Technical Coordinator.

  • Collaborate with the WASH and technical support teams in the design of WASH problem statements, concept papers and projects in collaboration and coordination with WASH Program Manager and Technical Coordinator.

  • Research and information gathering from all key stakeholders (other NGOs, institutions, local counterparts) about the stormwater situation in the Gaza Strip.

  • Review and adapt job descriptions of WASH staff members under his/her responsibility in collaboration and coordination with the WASH Program Manager and Technical Coordinator, as necessary.

  • Support, promote and follow-up on the teamwork of the Action Against Hunger Gaza WASH department.

  • Establish, lead and follow up on weekly planning (written and in meetings) of the Action Against Hunger WASH Gaza team, in collaboration and coordination with the WASH Program Manager.

  • Review and propose adjustments to the training plan for WASH staff members.

  • Evaluate the capacities, competencies and performance of WASH team members every 6 months, in collaboration and coordination with the WASH Program Manager.

  • Participate in the design and implementation of Action Against Hunger country and WASH strategy, in collaboration and coordination with the WASH Program Manager, Technical Coordinator and Head of Base.

  • Maintain and cultivate relations at a technical level with local counterparts, beneficiaries and other external actors as it relates to Action Against Hunger activities, in collaboration and coordination with the WASH Program Manager.

  • Attend local WASH or project related community meetings in coordination with the Program manager.

  • Participate in weekly base coordination meetings.

  • Translate work if required.

  • Perform duties inherent to the position and requested according to mission needs and context.

  • Provide report(s) focusing on findings, conclusions and recommended actions, supported by summaries of the data collected and citations of any references used in interpreting and presenting the data.

  • Prepare other reports required regarding the design, training and monitoring will be prepared focusing on the lessons learned and recommendations for improvement.



Profile of the Candidate:




  • Bachelor’s and/or Masters Degree in Civil Engineering, water management resources, or ground water specialist.

  • Water, sanitation and stormwater program design and implementation, preferably in the Middle East.

  • 4 years of experience in water and sanitation specialized in storm water projects.

  • At least 3-years previous experience in the humanitarian field.

  • Good experience in GIS, surface and ground water modelling programmers.

  • Ability to write donor reports and proposals in English.

  • Training and capacity building experience.

  • Diplomatic and tactful, professional and transparent.

  • Team spirit and good communication skills.

  • Organized and self-actualizing.

  • Able to understand and work in a complex political context such as Gaza.

  • Fluency in reading, writing and speaking Arabic and English.

  • Fully proficient in MS-Office, Outlook and Skype, familiarity with GIS and ODK an asset.
