Position Title: Assistant Project Officer (Livelihood -System and Admin)


Location: Gaza Office
Reports To: Senior Project Officer


JOB SUMMARY:
CRS JWBG is seeking an Assistant Project Officer (APO) for a 5-year, USAID funded project to work closely with CRS’ implementing partners in support the following specific areas:


  • Cash-for-work: 3-month work opportunities in private sector, agriculture, community infrastructure improvement, and other areas.

  • Cash-for-internship and cash-for-apprenticeship: 6-month paid internship or apprenticeship activities for Gazan youth who have graduated from university or vocational training


Under the supervision and guidance of the Senior Project Officer, the APO will be responsible for the day-to-day support and management of the electronic beneficiaries’ selection, management and payment systems for the livelihood program as well as the administrative and logistic tasks related to job placements (contracts, salary payment, insurance).




PRIMARY RESPONSIBILITIES:


  • Coordinate the day-to-day implementation of project activities with consortium of partners.

  • Responsible for the day-to-day support and management of the electronic beneficiaries’ selection and application management which include managing the PALPAY registration portal, the PALPAY livelihoods system admin portal and the PALPAY livelihoods payment system portal.

  • Solve any issue related to candidates or employer online registration.

  • Ensure matching between employers and potential beneficiaries in PALPAY system

  • Update employers and beneficiaries’ status in PALPAY system

  • Generating contracts in PALPAY system

  • Monitor and analyze database reports from PALPAY system

  • Revise beneficiaries’ timesheets and submit payment requests to Finance team.

  • Supervise collection of Employer CFW materials needs, report needs to Project Officer

  • Submit materials purchase requests in coordination with Administration team, and ensure reception and delivery to employer location

  • Monitor warehouse materials in and out. Keep track of materials localization.

  • Coordinate beneficiary insurance process, submit list of beneficiaries to be insured to Administration. Share any incident reported with the Project Officer.

  • Act as PALPAY focal point for technical issues

  • Conduct regular project monitoring to ensure quality of activities & identify any challenges or delays

  • Support partners and staff to solve any problems, challenges, or delays in programming,

  • Proactively share feedback on project progress and challenges with PO and senior management

  • Share project monitoring data in a timely manner
