MA’AN is an independent Palestinian development and training institution established in January, 1989, registered by law as a non-profit organization. The main office is located in Ramallah and the other branch offices are located in Gaza, and Jenin. MA’AN's work is informed by the necessity of creating independent, self-reliant initiatives that lead to the development of human resources for sustainable development, which incorporate values of self-sufficiency and self-empowerment.

MA’AN Development Center is seeking a competent and highly qualified Innovation Center Manager. This position will lead the operations of MA'AN Hub for Innovation and Entrepreneurship. MA’AN Hub for Innovation and Entrepreneurship (HIE) is a center that works to spur innovation and entrepreneurship across the Gaza Strip. It fosters innovation to address economic and environmental challenges. The Hub partners with leading higher-education institutions, research laboratories and the private sector to help empowering innovators and entrepreneurs, to provide education services, guidance and direction, and finally to engage them with the Palestinian local market.

The main duties include:

  • Lead and manage the HUB program implementation, ensuring the program deliveries are in accordance with the agreed timeframes, goals and milestones which deliver high quality outcomes.
  • To contribute to the strategic planning and direction of MA’AN HUB for Innovation and entrepreneurship.
  • To contribute in formulating new projects concepts that support to achieve progress towards the HUB goals.
  • To lead the HUB Team in carrying out MA’AN HUB’s mission and goals.
  • To develop, with the HUB Team, the annual work plan and supervise its implementation. 
  • To develop and conduct performance appraisals of the HUB staff.
  • To co-ordinate between the HUB projects to ensure maximum impact.
  • To ensure the implementation of the HUB interventions is carried out in accordance with the projects' parameters such as time, cost, and agreed quality standards. 
  • To ensure the ongoing monitoring on the different projects under the HUB.
  • To identify and create new strategic partnerships.
  • To expand the HUB relations with international and local NGOs and Governmental bodies.
  • To assist in representing MA’AN HUB in local and international networks.
  • To work closely with other programs at MA’AN and facilitating cross-program collaboration.
  • To assist with all program efforts to enhance the sustainability of the HUB programs.      
  • Preparing and reviewing submissions and reports required by MA’AN and donors.
  • Work closely with the program support departments in MA'AN including the HR, procurement and logistic, finance and M&E departments to ensure the effective implementation of the HUB activities.

Job Qualifications:

  • BA with at least 5 years’ experience in Business Development, Economics, Project Management, or other related fields.
  • Experience working within the NGO sector in similar positions.
  • Demonstrated experience in the field of entrepreneurship support/promotion.
  • Experience in the fields of green business development is preferred.
  • Demonstrated ability and experience in project cycle management (including designing, preparing submissions to donors, monitoring, reporting, and partnership building).
  • Demonstrated experience in financial management, especially of project budgets including planning, monitoring, currency exchange, acquittals, and reporting.
  • Ability to work under pressure, meet deadlines, prioritize workload, and multi-task.
  • Excellent communication skills and inter-personal skills, and the ability to establish and maintain effective working relationships with colleagues, partners, and donors.
  • Proficiency in Microsoft Office applications, particularly MS/Project, Word and Excel.
  • Fluency in both English and Arabic languages including both excellent written and verbal communication skills.
  • Excellent reporting skills in both English and Arabic.
  • Advanced computer literacy.

Job Qualifications:

  • BA with at least 5 years’ experience in Business Development, Economics, Project Management, or other related fields.
  • Experience in working within the NGO sector in similar positions.
  • Demonstrated experience in managing projects that support economic and social empowerment of marginalized groups.
  • Experience in the fields of green business development and agribusinesses is preferred.
  • Experience in engineering and construction projects is preferred. 
  • Demonstrated ability and experience in project cycle management and overseeing community development projects (including designing, preparing submissions to donors, monitoring, reporting, and partnership building).
  • Demonstrated experience in financial management, especially of project budgets including planning, monitoring, currency exchange, acquittals, and reporting.
  • Demonstrated experience in monitoring and evaluation.
  • Ability to work under pressure, meet deadlines, prioritize workload, and multi-task.
  • Excellent communication skills and inter-personal skills, and the ability to establish and maintain effective working relationships with colleagues, partners, and donors.
  • Proficiency in Microsoft Office applications, particularly MS/Project, Word and Excel.
