MEAL Coordinator

MA'AN Development Center is seeking to fill the vacant position of a full time Monitoring, Evaluation, Accountability, and Learning Coordinator (MEAL) based in Ramallah.

 The Purpose:

The role of the Monitoring, Evaluation, Accountability, and Learning (MEAL) Coordinator is to provide key monitoring interventions across the project lifecycle. The MEAL Coordinator will be assigned projects and collaborate closely with project coordinators and project managers to ensure timely and proper implementation of project activities. MEAL Coordinator will be under the supervision of the MEAL Officer at MA’AN Development Center and will join a team with fellow MEAL staff ready to exchange experience and knowledge within the profession. This position is to support the agricultural and socioeconomic departments at MA’AN Development Center.

Monitoring Tasks:

  • Collection of means of verifications across project lifecycle, including compiling attendance sheets, pictures (before, after, and during) of project implementation, consent forms, etc.
  • Update developed MEAL plan for project assigned to, by building on the project MEAL plan (monitoring plan) and ensuring it follows the consolidated version of the project logical framework.
  • Monitor logical framework indicators, by utilizing customized indicator tracking tables.
  • Monitoring visits in project assigned to. Developing and writing relevant monitoring reports for team updates on project progress.

Evaluation Tasks:

  • Create evaluations alongside technical staff within the project team, create satisfaction surveys, and collect evaluation data. The evaluation forms created by the MEAL Coordinator will be supervised and consolidated by MEAL Officer.
  • Developing draft selection criterion and scoring criterion in coordination with MEAL Officer.
  • Analyze data across the project lifecycle using Microsoft Excel, other tools are welcomed to be used.
  • Select and assess suitability of success story documentation, case stories, and comparative cases. Lead the development of any of these documents and translate it in both the English and Arabic language.
  • Observational MEAL visits to project sites.
  • Support monitoring, evaluation, accountability, and learned lessons sections of progress reports, mid-term reports, and annual reports of project assigned to.

Accountability Tasks:

  • Conduct workshops to raise community awareness with relevant stakeholders about MA’ANs’ safeguarding system, this includes accountability policies, and complaint and feedback mechanisms. Write workshop reports on sessions conducted - send to to MA’AN’s Safeguarding Focal Point and MEAL Officer.
  • Effectively document received complaints and feedback from beneficiaries, record them, and direct them to the safeguarding focal point at MAAN or MEAL Officer based on type of complaint and feedback. Follow MA’AN guidelines in reporting any cases. Responsible for reporting safeguarding issues directly to Safeguarding Focal Point.
  • Document lessons learned from complaints and feedback on safeguarding and share them with the Safeguarding Focal Point at MAAN.
  • Based on complaint type that is directly addressed alongside MEAL Officer, expected to mitigate complaints with project team.
  • Spot check calls across the project lifecycle with beneficiaries and relevant stakeholders.
  • Ensure inclusivity in projects through a participatory approach, e.g. documenting the needs of people with disabilities and considering the geopolitical and cultural context of targeted locations.

Learnt Lessons Tasks:

  • Create and write learned lesson reports based on MEAL observations throughout the project lifecycle.
  • Review external evaluation reports for project and advise action points based on findings.
  • Develop and review risk management of the project. Follow-up on risks and assumptions if it still holds valid throughout the project lifecycle.
  • (highly desirable skill) Create data visualizations through bulk data analysis into understandable visuals such as graphs.
  • Support Theory of Change, i.e. Logic Model, creations alongside MEAL Officer and program managers.
  • Preparing reports in both the English and Arabic language.

Job Qualifications:

  • Bachelor’s degree (BS/BA) in Technology for Environmental Sustainability, Agricultural Engineering, Agricultural Sciences, Environmental Sciences, or other related fields.
  • Bachelor’s degree (BS/BA) in Business Administration, Marketing, and Economics are also highly encouraged to apply.
  • At least 1 to 3 years of experience in monitoring, reporting, evaluating, working in accountability, and/or in project coordination.
  • Working Experience within the NGO sector in a similar position or in project coordination.
  • Valid driver’s license.

Skills and Personal attributes:

  • Computer skills is required, must have skills in Microsoft Word and Microsoft Excel.
  • Proficiency in reading and writing reports in English and Arabic language.
  • Strong written and oral communication skills.
  • Working within a team environment and readiness to conduct field visits.
  • Ability to critically think and integrate learned lessons across the project lifecycle to other similar projects.
  • Skills in G-Suites, KOBO ToolBox, and-or SPSS is highly desirable.
  • Ability to analyze collected data using specialized applications or systems is highly desirable.
  • Experience in Qualitative and Quantitative Research is highly desirable.

 MA’AN Development Center’s MEAL Unit works to ensure timely implementation of projects by ensuring projects reach desired results, this unit is a key component for a projects objective success. Therefore, MA’ANs MEAL unit focused on capacitating MEAL staff. Projects at MA’AN targets the most vulnerable and marginalized communities across the West Bank, therefore, empathy, teamwork, and understanding are key morals within the MEAL Unit.
