Business Development Officer
Bayader for Environment & Development (Bayader) is a leading Palestinian non-governmental organization established in 2007. Guided by human dignity and resilience, Bayader is dedicated to driving sustainable development and providing rapid humanitarian response across the Gaza Strip. Our core programmatic pillars include Food Security & Livelihoods (FSL), Protection, Community Development (e.g., Wash, Shelter ...etc.), Economic Empowerment, and Emergency & Early Recovery.
In response to the ongoing complex economic and humanitarian situation, and in partnership with various International Non-Governmental Organizations (INGOs) and donors, Bayader is launching a suite of multi-sectoral recovery projects. These interventions are specifically engineered to restore basic services, rebuild livelihoods, provide emergency financial injections, and stimulate local micro-economies through targeted economic empowerment frameworks.
To lead our livelihoods restoration and small-business support programs, Bayader is seeking a highly qualified, entrepreneurial, and field-experienced professional to fill the following position:

Job Purpose
The Livelihoods & MSMEs Business Development Officer (BDO) is a critical technical position responsible for the field execution, mentorship, and quality assurance of the project's economic empowerment and livelihoods restoration components. The BDO will design business training curricula, map local market opportunities, evaluate enterprise proposals, manage seed-fund disbursements, and provide tailored corporate coaching to micro, small, and medium enterprises (MSMEs). Operating under fragile market conditions, this role transforms relief into sustainable economic resilience for vulnerable youth and women.
Key Responsibilities & Accountabilities
- Market Mapping, Vulnerability Analysis & Targeting
- Stakeholder Representation: Act as the primary technical representative of the business development component to local communities, grassroots institutions, and market actors.
- Vulnerability Mapping: Coordinate closely with the Project Coordinator and MEAL teams to perform localized vulnerability assessments, identifying structural community needs and household asset deficits.
- Sector Analysis: Conduct rapid community-level market and sector mapping to identify viable economic niches, resilient supply chains, and high-potential livelihoods opportunities.
- Beneficiary Selection: Support the Project Coordinator in developing objective selection matrices, socio-economic weighting criteria, and scoring systems to isolate eligible project beneficiaries.
- Capacity Building, Curriculum Design & Enterprise Training
- Curriculum Architecture: Author, adapt, and refine complete business training curricula, containing instructional materials, field guides, localized cash-flow tools, and business plan templates.
- Skill Delivery: Conduct high-impact interactive training workshops focusing on essential life skills, financial literacy, pricing analysis, and emergency micro-business management.
- Business Plan Formulation: Guide and mentor selected applicants through the step-by-step process of translating ideas into technically viable, risk-aware, and economically sound business plans.
- Grant Management, Verification & Capital Injection
- Proposal Evaluation: Facilitate independent review committees to appraise submitted business plans, conducting comprehensive financial viability checks to select seed-fund recipients.
- Field Verification: Execute rigid field verification visits to approved enterprises to validate structural readiness and clear subsequent milestone-based grant installments.
- Financial Accountability: Audit the efficient utilization of seed funds on-site, ensuring that invoices, procurement receipts, and supporting financial documentation match grant targets.
- Technical Mentorship, Coaching & Market Linkages
- On-Site Coaching: Deliver customized, continuous one-on-one business mentorship and troubleshooting sessions to supported MSMEs, compiling detailed corporate health and performance trackers.
- Market Integration: Facilitate high-value market linkages, vendor networks, B2B connections, and modern marketing pathways to maximize the market integration of beneficiary products.
- Financial Access Advisory: Advise expanding enterprises on localized alternative financing options, supply networks, and risk-diversification strategies.
- Cross-Functional Support & MEAL Integration
- Data Integration: Provide accurate technical data and narrative summaries to the project management and MEAL teams to capture field output tracking and indicator progress.
- Dynamic Execution: Execute complementary technical tasks and programmatic shifts as dictated by changing local economic indicators or emergency structural context.
- Knowledge Optimization: Systematically capture field lessons learned, market obstacles, adaptive adaptations, and profound success stories of economic transformation.
Candidate Profile (Qualifications & Competencies)
Education & Professional Experience
- Academic Degree: A university degree (ranging from Bachelor’s to Master’s Degree) with a minimum graduation grade of "Good" from an accredited university in Business Administration, Economics, Industrial Engineering, Development Studies, Management, or a related economic discipline.
- Livelihoods Expertise: A minimum of three (3) years of direct, progressive experience in business consultation, market analysis, financial coaching, MSME development, entrepreneurship mentoring, or economic empowerment programs.
- NGO Operations: A minimum of one (1) year of proven experience working within the operational frameworks of a non-governmental organization (NGO/INGO).
- Targeted Mentorship: Demonstrated experience in designing and implementing training models specifically targeting vulnerable youth and women within highly marginalized communities.
Technical & Core Competencies
- Business Acumen: Deep technical mastery of business plan formulation, costing structures, break-even analytics, and localized supply chain logistics.
- Linguistic & Tech Literacy: Exceptional written and verbal communication skills in English and Arabic, with a proven ability to author high-quality narrative data and training guides. Advanced proficiency in Microsoft Office tools (Word, Excel, PowerPoint) and project management platforms.
- Facilitation Mastery: Outstanding public presentation, group facilitation, and training skills, with the ability to convey complex financial strategies simply.
- Strategic Added Values: Prior experience in business-sphere Monitoring and Evaluation (M&E) and integrating gender-transformative approaches inside economic projects are highly valued assets.
Geographic & Legal Requirements
- Contextual & Location Alignment: Comprehensive knowledge of the socio-economic, trade, and regulatory realities of the Gaza Strip. Must be a legal and current resident of the Rafah, Khan Younis, or Deir al-Balah Governorates.
