Logistics & Procurement Officer
Period: 10 Months with possibility of extension

Job purpose summary:
Logistics & Procurement officer's role is to provide support to the implementation of (Improve water access and restore the agriculture-based livelihoods of farmers affected by Support to vulnerable Farmers, Fisherfolk, and Herders in the Gaza Strip Funded by GAC in a partnership with OXFAM
The Logistics & Procurement officer is responsible for assessing products, services, and suppliers and negotiating contracts. They are also responsible for ensuring that approved purchases are of sufficient quality and are cost-efficient
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly
Main Tasks and Duties:
Logistics
- Preparation and management of contracts for their legality and ensuring proper authorization in accordance with organization policy.
- Ensuring sound partnerships with suppliers maintaining responsiveness and positive communication.
- Taking care of logistical needs of staff (e.g. taxi services, supermarket) and events (e.g. hiring a bus, booking a space, preparing the space before the event…)
- Work with team members to complete duties as needed.
Procurement
- Preparing, coordinating, and implementing procurement plans for the project in compliance with donor requirements when needed.
- Coordinating the reception, and evaluation of quotations or proposals for goods or services.
- Ensuring the quality of goods upon delivery complies with the requirements submitted to the supplier.
- Ensuring timely, efficient, and effective procurement of goods, services, and works, while strictly adhering to the procurement policy and other relevant PARC policies.
- Establishing the specifications of goods and services required by the organization, in collaboration with the relevant departments while ensuring the quality of purchased goods and services.
- Negotiating the best deals for pricing and supply contracts.
- Reviewing and analyzing all suppliers, quality, and price options while maintaining the transparency of the process as per the procurement policy.
- Preparing supplier contracts and purchase orders and submitting them for management approval.
- Maintaining and updating supplier information such as qualifications, delivery times, product ranges, etc.
Requirements:
Education
- Bachelor’s Degree in accounting, business management or a similar field preferred
Experience
- Minimum of 5 years of similar work experience as a procurement officer or in a similar position
- Experience in working for the humanitarian aid organization.
Knowledge, Skills, and Languages
- Ability to work under stress.
- Interpersonal skills, good judgment, and maturity.
- Ability to identify and handle sensitive and confidential information with discretion.
- Computer literacy: advanced Excel, word, and Outlook knowledge.
- Ability to work in a team while maintaining their capacity for initiative.
- Spoken and written English
